• Outside open market on private or public property for the selling of fresh food, 
not to be consumed on the premises, and plants, or other goods but shall 
require a special temporary permit issued by the city council. 
• Banks and pharmacies with or without drive-thru facilities. 
• Fitness facilities. 
• Breweries, distilleries, wineries and brewpubs, including accessory tasting 
rooms 
• Private dog park.  
 
3. The existing buildings shall be inspected by the Fire Marshal office and brought 
into compliance with ADA and life safety requirements. 
4. The parking lot shall be restriped and brought into compliance with ADA 
requirements. 
5. Approval of the subject property for the MU-Conditional zoning district shall be 
conditioned upon the development of the property in substantial compliance with 
the ALTA Survey prepared by McClung Surveying submitted on January 9, 2025, 
and. all zoning stipulations above. Any new buildings, building additions, or 
substantial site improvements will require approval by Mayor & Council through the 
zoning amendment process. 
  
Robert Harrison, applicant, 2889 Alexander Street – acquired the property last year. He 
would like to preserve the buildings. He has gotten to know the members of the church. 
The single-family home resident is a member of the church. She has her granddaughter 
and great-grandchildren living with her. The existing congregation still meets every 
Sunday. The sanctuary will serve as a church as long as they would like. The middle, on-
story building was already divided into classroom space which he would like to utilize as 
art studios because there is a need for more art spaces. He already has four of the eight 
spaces reserved. The back building will need a full renovation to bring it up to current 
code. Behind the building is a grassy area that will be used as a community garden. He 
asked the commission to consider modifying sec. 720.2 of non-permitted uses. He would 
like to be able to allow for small, intermittent group classes (pottery class, painting class, 
etc.). These would not be on an ongoing basis. He also asked if they could allow for the 
sale of items produced at the studio. He added that the parking lot will be striped when the 
weather warms up.  
  
Russell Martin, Community Development Director, stated that the commission and/or 
citizens can add stipulations and vote on those when appropriate.  
  
A public hearing was called. 
  
Lem Ward (1496 Spring St.) – Thanked Robert Harrison for his vision and for stepping up. 
This is a unique opportunity for the neighborhood. He stated he is in favor of seeing this 
happen. 
  
Mary Carter (1610 Concord Meadows Dr.) – Wants to be able to bring artists from Atlanta 
to Smyrna and see the thriving arts community. This project allows an opportunity for the 
artists here to keep the art here. She stated that this is a wonderful idea.   
  
Matt Koehn (1439 Whitfield St.) – Stated he is the pastor of Waterstone church that will be 
worshipping there should this be approved in the evenings and afternoons. He is speaking 
in favor of this project and looks forward to a partnership with Robert Harrison and the 
community.
