B. COW2025-095 Downtown Redevelopment Master Plan – Phase 2 Update Luis Calvo, MKSK, provided an update from the Phase 2 public meeting to the Mayor and Council. In summary: • Smyrna has been incredibly engaged both in person and online with this project • The second community meeting took place on August 18 • Most respondents are Smyrna residents • Three concepts were shared at the community meeting • Concept 1 – new chapel green, mixed use on King St., new residential at various scales, neighborhood park – 4.2 out of 10 • Concept 2 – new town square, mixed use on King and Church streets, new chapel green and Jonquil Mile, new residential types – 5.3 out of 10 • Concept 3 – an expansion of the Market Village, mixed us on King St, downtown event center, new residential types – 4.6 out of 10 Generally, people want wider sidewalks for outdoor dining and walkability. The top three prioritizations for both King Street and West Springs Street: 1. Outdoor dining areas 2. Sidewalks with street trees 3. Multi-use path: The Jonquil Mile Phase 3 strategy: • Revising concepts based on Community Feedback • Looking at each concept's development feasibility • Understanding development impacts on nearby businesses • Planning for future infrastructure and utility needs • Ensuring a high level of
