3. Staff M&C Agenda Items to Review ATH2025-146: Jodi Mills, Recreation Services Manager, explained as the demands on the front desk at the Aline Wolfe Active Adult Center and Pool increase, it is necessary to have a full-time Customer Service Receptionist. With one part-time receptionist retiring in August and another one retiring in December, this is the perfect time to reclassify this position. This reclassification will not increase the current FY26 personnel budget but rather will decrease the FY26 personnel budget by $2398.00. She also announced that the Kids Handmade Market is this Saturday with an additional 50 vendors. ATH2025-141: Brian Marcos, Fire Department Chief, explained that Smyrna Truck 1 - 3098 (2014 Pierce Impel Aerial) is approaching the end of its service life and is scheduled to be replaced in FY26. The apparatus will be built and shipped from the manufacturer approximately 40 – 43 months after the order is received. The replacement schedule will need to be revisited. Councilmember Welch asked about an accident at Concord Rd. and Atlanta Rd. He mentioned there was a smaller rescue vehicle, panel rescue vehicle, and a fire truck with another truck. He wondered how it is decided how many respond to an accident. Chief Marcos stated any number of factors are used to decide who responds to an accident from health concerns - cardiac arrest, administered drugs – to communications and traffic safety, safety of personnel on scene, and safety of those involved in the accident.

A. COW2025-077 Racial Trust Building Initiative Discussion – Bridges Holmes Mayor Norton explained that the Racial Trust Building initiative began around four years ago modeled after a program in Lagrange, GA. There have been several workshops, but attendance has diminished. It is time to move onto the next phase. Chief Marcos introduced Bridges Holmes who spoke at a recent Small Business Association event who made an impact with his presentation. Bridges Holmes is from Smyrna (Kenwood neighborhood) and attended UGA where he experienced his first encounter with racism. He is launching a practice around professional coaching and leadership development, Moray Advisors, which will help people learn how to communicate again. Mr. Holmes presented the following: Why are we here? Original Smyrna Racial Trust Building Initiative • Intended to bridge relationship gaps among the many diverse communities within Smyrna • Began during pandemic, continued through early 2025, with updates ahead • Initiative included a racial workshop series and a breakfast fellowship that spotlighted guest speakers • Gain great insights gathered from participants, but attracted a very small subsection of citizens • Felt siloed and awareness was not widely visible There is a better way to activate more participation among our citizens.... What’s new? Smyrna Connects: A New Way of Community Engagement With this more integrated approach, we intend to: 1. Embed the concepts of cultural competence, courageous conversations and community trust building into established programs – Smyrna Youth Council and Smyrna Citizens Academy

What this search can tell you

Coverage is incomplete. This collection tracks 118 meetings. 39 have searchable transcripts and 72 have searchable minutes; a meeting may have both. 10 currently have neither. A missing passage is not evidence that a topic was never discussed.

Speech and summaries stay distinct. Transcript passages preserve the available transcript text. Minutes are labeled as summaries, not spoken quotations. Speaker identities are shown only where the source or documented attribution supports them; an unattributed speaker remains unattributed.

Relevance does not establish a connection. Topic search uses meaning and words to help you locate passages. Read adjacent passages, follow the source and inspect any agenda context before drawing a conclusion about an official’s position or a decision.
