A. COW2025-081 Review of the September 8, 2025 Mayor and Council Meeting Agenda ATH2025-139: Kristin Robinson, Deputy City Administrator / CFO, stated that this is something that is done every year before the audit. Some are related to accounting standards, and some of the amendments are just truing up funds like property taxes were down from predicted budget, etc. There are several amendments related to bonds and property acquisitions. ARPA – was set up as a multi-year fund. State came out with guidance saying it had to be set up as an annual fund. CHOR2025-011: Paul Osburn, Deputy Public Works Director, stated that this is a request based on the findings of necessary deep patching and full depth repair as part of the citywide annual resurfacing contract. Once the top course milling occurred and was removed, it was determined there were various locations citywide that were identified by city staff that needed to be addressed as part of the resurfacing scope of work.

Arson cases are some of the most difficult cases to investigate because of circumstantial evidence, evidence is burnt in a fire, and fire crews in putting out the fire can damage evidence. Lt. Jay Ratliff, Fire Prevention, presented the following: • March 7, 2025 – structure fire at 2:21 PM at the corner of Windy Hill Rd. and Ward St. • A smoke-filled apartment was discovered after the fire had been extinguished • There was exterior trash debris and pine straw scattered inside the apartment showing this was a fire set intentionally • The police department was called to work in conjunction with the Fire Department • They found evidence that pointed to Campbell High School • Three young individuals were seen fleeing the scene • The Cobb County DA’s office was contacted – two charges for criminal damage and 1st degree arson • They plead guilty – probation, restitution, fines – because juveniles, record will be expunged • Fire and Police worked really well together along with Cobb County School District and Cobb County Police Mayor Norton met with Commission Chair Lisa Cupid, Cobb County Manager Jackie McMorris, and Powder Springs Mayor Thurman. He explained that when staff went to the county to discuss SPLOST, they were told of a proposed $175M state courthouse joint SPLOST project. That amount would come off the top. The effective change would result in Smyrna getting $20M less. The anticipated amount Smyrna would get is $53M. Councilmember Lindley – There was good feedback at the public input session for the Downtown Redevelopment project. Councilmember Wilkinson – Would like an update on Naija Cuisine. City Attorney Scott Cochran stated that they had another incident after the shooting. He will recommend that they act on the license, find witnesses, etc. in order to build a solid case.

gymnastics, wrestling, all kinds of things that our our youth here in Smyrna are succeeding at. And tonight, I'm going to start the mayoral report recognizing the pink cap crew. Uh, this is four 10-year-old girls from the Vinings Estates Dolphins neighborhood swim team. What I have here says, "Y'all are diving into history." Got Leila Hardy, Lauren Woods, Ava Greenwood, Maven Martin Phillip are here. And at the county 2025 countyw countywide 2025 Patty Wilder state qualifying meet, they took home gold in both the freestyle and medley relay events. Maven also earned first place in the individual nine and 10year-old girls breaststroke, securing a coveted spot at the Georgia Recreation and Park Association state swim meet in July. The Pink Cap crew is using their platform to advocate for greater diversity in swimming and encourage water safety and confidence for black youth. They're currently developing a line of swim caps designed specifically for black hair engineered to be both protective and competition legal, something that has historically been a barrier for many swimmers of color. And what they say is this is just the beginning. We're going to keep swimming, keep inspiring, and keep showing what's possible when you believe in each other. I'd like to invite you all up now and be recognized. And if there's [Applause] Get the seal. All right, on the count of three. One, two, three. Let's do one more. One, two, three. I just walk into this. Hello. Okay. I just want to say thank you for inviting us here to represent the pink caps and we're just so thankful that we get to be here and to represent our swim team. We're thankful to have you. Um, and I just want to say please try and swim adults and children because otherwise it might and will be dangerous.

What this search can tell you

Coverage is incomplete. This collection tracks 118 meetings. 39 have searchable transcripts and 72 have searchable minutes; a meeting may have both. 10 currently have neither. A missing passage is not evidence that a topic was never discussed.

Speech and summaries stay distinct. Transcript passages preserve the available transcript text. Minutes are labeled as summaries, not spoken quotations. Speaker identities are shown only where the source or documented attribution supports them; an unattributed speaker remains unattributed.

Relevance does not establish a connection. Topic search uses meaning and words to help you locate passages. Read adjacent passages, follow the source and inspect any agenda context before drawing a conclusion about an official’s position or a decision.
