We see the investment in the Jono Mayo something that goes uh through King Street through the heart of the redevelopment, goes up Memorial Place uh right by Memorial Cemetery and then goes through West Spring Street to the Market Village connecting the site to uh the Market Village and then goes up on uh King Street toward the Village Green and connects the pond and the arburetum back to the site. This is a connective tissue that will bring all of downtown together. So, the vision for the site is is a is a kind of a nexus of all of these ideas come together. It's a it's a mixeduse spine on King Street. Um, it's the idea of bringing the Jono Mile through downtown, anchoring redevelopment around the chapel uh through a new chapel green that's connected to the historic chapel. All in all, the massing that you see here is conceptual. This is your a starting point for you all to engage with the development community. And what we're showing here represents a site redevelopment that will add about 350 new homes to downtown, about 8 to 12 businesses, a food hall with about 4 to six restaurants, and a hotel at the corner of church in Atlanta, near the corner of a church in Atlanta that has about 120 rooms. So, I know this is quite a a big graphic to start with. So, I'm going to break it down into some smaller areas and talk a little bit about what they mean. However, I know that one of the key things that you all want to know and the community told us about is housing. So, one of the things that you know when we talk about 350 new homes, I want to be very clear that this is a mix of forale residential and opportunities for for rent as well.

The comprehensive plan goals that are met uh by this proposed development include your comprehensive plan goals for providing housing and a variety of housing types for the city, economic development, certainly the complete redevelopment of this existing residence in location. Uh it will be a tear down and rebuild. Uh provides for a tremendous economic development opportunity. Also a land use uh that future development is consistent uh with your uh land use plans including things just like the Spring Road LCI study and also quality of life. What's being brought forth as a proposal by Peg Companies for uh this project and this property no doubt uh creates a quality of life opportunity not only for the residents that will be here uh but also for those that will be visiting Smyrna and staying in the hotel. No doubt about it. Also uh one of your uh comprehensive plan goals and specifically is mentioned over and over in the LCI study is pedestrian connectivity and engagement. In this instance, uh, as part of working, uh, with, uh, city staff, uh, working with comments and requests that we had received, one of which was to, uh, enhance the sidewalk along, uh, Cumberland Boulevard as opposed to a typical 5-ft sidewalk section, what was being requested, or could we do it? And that is, uh, could PEG uh, include within its plans the provision for a 10- foot wide sidewalk along Cumberland Boulevard. That's part of your plans, part of your LCI studies to create a much more engaging and robust sidewalk along Cumberland Boulevard for pedestrian connectivity. If you out there today and put it, yes, there's there's no sections of 10-ft sidewalk going down Cumberland Boulevard boulevard, but you have to start somewhere with the redevelopment of that triangle, as I call it. Uh and fortunately, uh Peg Companies is able to incorporate that segment into uh their plans.

They will provide rideway dedication on the alleyway and approval is subject to the site plan and elevations submitted with the application. I'll be happy to answer any questions. Any questions for Joey? Miss Wilkinson. Thank you, Joey. Um so in looking at the site plan, there's a sidewalk in front of the office um units. Is that correct? Yes. Um, is there any sidewalks like on the like the residential side or I mean on the um the side road? We're asking for sidewalk on the side row, the alleyway in addition to that sidewalk. Okay. And then also is there uh I was looking at it as far as parking, guest parking for those uh residential units or um the the zoning ordinance calls for one guest parking space and they've got it in the back by the dumpster. And the dumpsters will be for the residential and the it'll be for both that dumpster. Okay. Thank you. Any other questions? All right. Thank you. The applicant is here. Is there anything that you want to say? I invite you up now if you'd like. Good evening, Mr. Mayor and council members. Uh, I think Mr. Joy has uh laid out everything that we plan to do. My contribution, oh sorry, my contribution will be um as you saw the existing building uh we going to tear it up and put a new a new uh you know putting something that uh that is more uh what do you call it? Make the profile more nicer. So, and the business that is there right now is going to be translated to u the new building. So, I think uh it's going to be something that is good for the the place. And anybody have any questions? The applicant? Thank you. Okay. Uh this is a public hearing. I'd invite anybody who wants to speak for or against this item to come on up now and be sworn in.

Apparently, somebody who lives on Reed Street um decided that they did not want us parking on the street because it's uh it's kind of a shallow area. So, they had it marked off that if a fire truck ever came that they would be able to park pull over to the side and so that people could come by. Well, anybody with a double-digit IQ is going to know that if a fire truck is coming there, people are going to get out of the way. There is a space for people to be able to go through the um the uh funeral home parking lot. So, there there's no way a firetruck is ever going to need to be pulled to the side to wait for a car to come back through. And then also, people have been ignoring the sign alto together. I've had to come out and say, "Hey, there's no parking and I don't want people banging on my door because the sheriff's department the sheriff's department's been to my house at 8:00." Well, the police department came to my house at 8:30 in the morning banging on my door and I came home really late. I was out and I'm I can't sleep very well. I'm going through menopause. It's not fair to me to be woken up at 8:30 in the morning because my car is parked by my house where it's been parked for the last 15 years because one guy down the street has issues with us parking there. Um, and it wasn't even parked that far past the line where the no parking sign is. Um, but so anyway, recently I've got pictures of cars parking there and I've talked to them. There's people I don't know parking there. I'm not going to get banged on. I don't want my door banged on in the middle of the night.

We heard a lot from the community that they wanted to make sure that any future redevelopment doesn't feel like an intrusion of multifamily or an intrusion of density in the surroundings. they wanted a blend that really gradually built up to the density. Uh so one of the things that we do in our concept is to show kind of that gradual um density um as we move into um sing the single family neighborhood surrounding downtown. So if you look at the the graphic you see some town homes or some flats facing Steven Street or Reed Street. uh a little bit of a a green space in between any multifamily and the the town home uh frontages and it's really to create that gradual uh blend into the existing residential uh character of the areas around downtown and really bring some of that neighborhood feel to that edge and bring it that highquality architecture. And I do want to be kind of very uh clear about the fact that people expect highquality architecture from this development. Um, this is a pivotal redevelopment for you all and as such it needs to look and feel like a highquality redevelopment. People told us that they'd like to see a balance of for sale and for rent housing like I mentioned something that does include apartments, but crucially the opportunity for town homes, condominiums, things that they the community wants you all to work with the development uh uh you know developers later on in the process to figure out a good mix. But all in all, people told us that they are more comfortable with density, more comfortable with change if that the quality of architecture matches that of what is currently in downtown and kind of hits the moment for what downtown can be.

I know that the I won't call it monstrosity in enormous building. No, no matter how they're scaling it down because it's it's now been changed into the into the grade that from visually if you saw this building, it would it um from the from the um the recreation area of of Wenbrook where uh we have our uh clubhouse where we have our um our tennis courts. There would be a lot of retainment. There would be walls over I believe 18 to 20 ft. It would have to just to the I believe to the level and I could be corrected to where they're parking it and then from there it's blocking the sun and um and there's again five units, four units um and there's a there's a a large community around it that uh um unfortunately cannot benefit. Um thank you very much. Okay. Next, if you'll make sure to speak into the microphone, this doesn't cut into my time, right? So, this doesn't cut into my time, right? Okay. Thank you. Uh, good evening. My name is Philip Toledo. I am at 1627 Omar Lane. Uh if you're looking at the uh the site map, I'm at the corner on the far left. Uh so if I heard the engineer earlier correctly, um the low point where all the water drains is right next to my deck um where I see a big storm drain that I have to perennially go out and clear all the weeds from. And so I'm speaking as one of the homeowners who's directly affected uh by the decision you'll be making tonight. Um, and I don't envy you for that, but there's a few questions that I have that I uh would still look for some clarity before if I were in your position, I would be making a decision um that could be affecting um you know, my family certainly as the one of the properties that borders this development um but also um all of our current and future neighbors.

Reduction of the side setback from 25 ft to 10 ft. and allow reduction of the side to side building separation from 20 to 16th. That's just for the one section of the town homes. These are some of the proposed elevations and this is a picture of the subject property and some adjacent properties. Community Development recommends approval of the reszoning from limited commercial to TD conditional for 13 town homes at a density of 6.44 units per acre with standard conditions regarding the architecture of the homes and the tree ordinance requirements. Special conditions are nine are the setbacks I discussed. 10 is a minimum 20 foot driveway length. 11 is if North Cooper Lake Road is damaged, it'll be milled and overlaid um after construction is uh complete. We will document that before and after for the developer to know what our expectations are. 12 is the crosswalk across Cooper Lake Road. Um that may be modified where the location is, but uh that's what we're expecting is some type of crosswalk to get to the southbound um sidewalk on Cooper Lake Road. 13 is a rideway dedication of 5T. 14. uh the retaining wall and footing shall not encroach the FEMA zone AE. 15. A guardrail shall be in installed on top of the retaining wall. 16. A letter of no conflict from Cobb Water and Sewer regarding the sanitary sewer easement. 17. Curbon gutters will be installed along Cooper Lake Road for the length of development. 18 and 19 tie this to the site plan and the elevation submitted with the application. I'd be happy to answer any questions questions of Joey. Thank you. I'd like to invite the applicant up. Where are you in? Before you sit down, Councilman Welsh is asking if we can pull back up the elevations. Welcome. Thank you. Good evening, Mayor and Council. My name is Josh Mahoney.

And that does seem like something that would be in the city's remitt unlike the fuel tanker. So is there somewhere that I can find that information or do we have any conversations that are happening around that? Yeah, the um the subject property um was I guess three years ago, Brand Properties made a resoning request for um the 20 acres that this just south of the Riverview landing development. Um mayor and council, I'm sorry, mayor and council approved that request for 300 and 5,000 square feet of commercial. However, um due to financing and underwriting and everything else with inflation, that project hasn't moved forward. That property is still zoned for that and entitled for it. Uh obviously, the the the property owner now has to find somebody else to do the project. So, in addition to that, we are updating ours comprehensive plan here by 2027 because it's our 10-year mandated update. And um now that we've annexed this area from legislatively from Cobb County into Simrna, we can plan for the improvements and get them on record and get short-term work program and then long range plans for improvements. Anybody else who wanted to speak for against this? Come on. Uh, Mr. Mayor and Mr. Council or council. Uh, my name is James Mccay. I'm a resident along with many of my neighbors uh at the Riverview communities. Uh first off, I wanted to say uh thank you uh mayor and uh rec uh representative uh and everyone else. Uh what we have seen engaged is uh the city uh working to find uh help us find solutions and I am grateful and I know our community is grateful and I definitely appreciate um the time that everyone has spent doing so. Uh the first thing I'd like to enter enter into record is the last time that we were here discussing this during the zoning commission, there were questions specifically about the fuel tank.

So with that I Mr. Welch. Thank you Mr. Mayor. I also want to thank our staff for doing all the cleanup work and setup work for the birthday celebration this weekend. They they do a fantastic job and really can't say enough about how how good of a job they do. We the council appreciate it and also want to mention on Saturday before the birthday celebration, the Smyrna Historical Society had an open house, both the Reed House and Taylor Bronner and I I worked the Reed House and I I estimate we probably hadundred people that came in just to see those facilities. So, we appreciate all y'all coming out. I think the plan is to try to do it again. I don't think we uh I think we purposely don't rent that facility or e either of those facilities that day. and um we'll try it again next year just to bring awareness to the great public facilities that we have for events and thank the city for allowing us to do it that I miss Wilson. Um I want to reiterate what my fellow council members have said thanking the staff for all their uh the work that they put into the birthday celebration. lot of people came out and thank the staff for all their work. Mr. Gold, thank you, Mr. Mayor. Just a couple of quick things. Uh to echo what Travis said, we had a very productive ward meeting uh here yesterday. Appreciate our folks coming out. Kind of a rainy rainy day. A lot of good input and questions. And then this afternoon we had a trafficcoming meeting and uh gota give staff a lot of credit for the work they're doing throughout the city being creative and come up ways to help ensure our roads are safe and usable and neighborhoods and are comfortable and all that with traffic and pedestrian safety.
