Some of the things we're dealing with down in the Riverview area is trash and durables, uncontrolled speeding, no speed bumps on the Smyrna Smyrna owned streets, no traffic coming, poor street lighting, industrial activity next to homes, minimal or no response from city staff. So I work in municipal government also. I have worked at two cities, city of Norcross and city of South Fton. at the city of Sperna. I worked as a county manager at the city of South Fulton as the revenue manager. I know from working in city government, we have to respond back to our citizens. A lot of times when you email the people here at the city of Smyrna, they do not respond back. They pick and choose who they want to respond to. So, I'm just asking all of my neighbors that are watching to stay engaged. I'm asking if they see something that they don't like to speak up about it. Um, we're tired of being treated neglected in our neighborhood. We feel like we are the black sheep of Smyrna. And this is from not only me speaking this from my own experience, but other neighbors in my neighborhood. I appreciate you being here. I will I will take issue what you said with what you said that we pick and choose who we respond to. And I'll tell you, we have one of the best staffs anywhere. So, I'm not sure who you've reached out to. I haven't gotten any emails uh personally. I sent plenty of emails. I can forward them to you. Please do. I I don't remember getting any email. If if if I get an email from a constituent, you better believe I respond to him. This is in Ward 7. Um he responds back. I'm not talking about the council person. He responds back. Okay.

when you said that they didn't have the lights on, it may be because of something that they were told by 911 that said, "Hey, this is on such and such street and to be able to go and look, they don't need to alert." But I don't I don't know what the exact is, but I do think that we have heard exactly what you're saying. This is very concerning. Um, when we finally heard about it as well, we were very concerned and we don't want this here in the city of Smyrna. So, we will be talking with PD as well um and and and 911 and asking about the response time for purposes of what occurred um and and no matter what, right? There there may be a difference in response time if somebody the difference in how someone responds to you saying I'm hearing shots versus I have been shot. But either way it goes, you are a concerned citizen and you deserve to have the respect for the fact that you've called and you have an issue that you're concerned about. So we we want to make sure that we address that as well. You did something that is the most important thing. See something, say something, and you did it. I would tell you as a prosecutor, not necessarily being the prosecutor in this particular case, if you have video coverage and you have the ability to go look through it and you see anything, make sure PD knows that. All right? Because a lot of times your video coverage is so helpful. So look back through it. It could be anything that could be very helpful and let PD know it and let them have the access to it. So, um, we are taking what you're saying very seriously and I promise you we will be looking into it. Yeah.

I was thrilled to see that we're investing in parkland on the along the Chattahuchi River. I was thrilled we're investing in other river parks there in the area. And I was thrilled to find a community where I could live and buy with amazing neighbors like this. And uh it was suggested in the last permitting meeting that myself and the neighbors had not done our due diligence on the area. And everyone knows that it was an industrial space. Everyone knows that it's an industrial road. Uh I used to tell people and still do that my dad used to drive me over in his pickup truck to catch turtles off of Riverview Road and now I own a home there that's in the price range of many of the new homes that were spoken of this evening. Uh, and so I think it's important for the council to understand the due diligence that my neighbors have done is the investment the city of Smyrna has put into the area. And our expectations are that if the city of Smyrna has put in an investment, that's why we did it. And so we expect the city of Smyrna to continue with that investment and continue with investment with of my neighbors and residential spaces and not temporary mixeduse and industrial permits. Thank you very much. Thank you for being here. Yes, ma'am. and I'm here once again. Say that again when you're over the Pam Barton. I live at 1700 Hop Boulevard. Um what I'd like to offer is one to get you a list of the issues. Oh, really? Oh, we had that issue earlier. So, so one, I'd like to offer to get you a list of all the issues that we have. Um there are many while we use 311. 311 has not worked this summer. Let's be clear, that's not something that we made up.

So, we're wanting to do that uh preventatively to make sure that that we help address some of those issues before they come up. It's a similar thing with leak detection as we move down here. This leak detection thing is great where once uh any potable water that is a leak is detected in a building, it shuts all the water down, preventing further damage and preventing us from insurance issues. Bridge repairs and maintenance. Cobb County uh did a study. We have to comply with those a few years ago that kind of graded all of our bridges and they they weren't horrible, but they're kind of in the middle. And there were when that study happened, there was about 11 bridges that we needed work done to repair on. This is the second year we've put money in to slowly repair those uh bridges so that we're not once again going to have a year where we have a million dollars to repair bridges. And then for sanitation carts and underground sanitation carts, these are the wear and tear of sanitation day in and day out. Those get broken. We need to replace them. So we've we've had money in there for quite a while to make sure that we're replacing those. for water sewer CIP. We have these are just three recurring projects that we've had um every year. Lead and copper inventory. This was federally mandated by the EPA um to be completed in about three stages. So you'll see we're hoping that will be over in FY28. And then infrastructure and drainage projects. These are just any projects that come up. We instead of bouncing up and down, we've begun a few years of increasing that about 7% every year. So that's why you see the study increase the buildup to make sure that we have enough money to uh replace those things.

3. Review of Current M&C Agenda PRE2026-008 Review of the March 16, 2026 Mayor and Council Meeting Notice and Agenda Mayor Norton reviewed the March 16, 2026 Mayor and Council agenda. Z25-015: Mike Jones, City Administrator, updated the council members. Kimley-Horn was hired by the applicant to perform a traffic study as directed by Mayor and Council at the February 16, 2026 Mayor and Council meeting. The overall level of service looked at no development versus proposed development impact. Regardless of Chick-Fil-A being there or not, South Cobb Drive is a problem. There was a full-access proposed from Chick-Fil-A onto Oakdale Road. That has been removed. In addition to internal stacking, there will be a right-in/right-out to address potential problematic stacking. Existing zoning allows 163 multi-family housing units and 20,000 sq. ft. commercial. Currently, the trip generation number is 1,320 trips per day as it is zoned today. With the proposed development, it reduces it by 12% to 1,156 trips per day. Councilmember Oglesby spoke to a representative from Chick-Fil-A to ask about removing the right-out turn onto Oakdale Road. Russell Martin, Community Development Director, said that the right-out is to get traffic to a protected left hand turn onto South Pre-Council Meeting – Final MAYOR AND COUNCIL Derek Norton, Mayor Tim Gould, Mayor Pro Tem (Ward 6) Glenn Pickens (Ward 1) Latonia P. How would you like this to be measured? Is it a straight line? Is it a path of travel? Is it doortodoor? And there's nothing in the code that allows us to know what's the path. So when we went we had hired United Land Survey they've been doing business license in Smyrna of 30 years they created the survey for us and we were 1,55 ft from a title max. So we thought we were okay and I guess the community development came back and said no it's line of path and my only question was well why isn't that in the code line of path from door to door? Um, we are a Atlanta title pond. We've been in business for 15 years in Marietta. We service commercial customers. About 70% of our loans are for commercial people trying to make payroll. I don't compete that much against Title Max. Uh, we don't do low-end cars. We, like I said, 60% are people trying to make payroll. Uh, bring in, you know, dump trucks and work equipment. And we help the community for these 30-day loans. So, we're hoping you guys can overlook. I think I did get another survey and it was about 875 feet linear and we're,55 path of travel from a title max. So, we're hoping you guys would reconsider that. Thank you. Any discussion amongst council before we open up the public hearing? Public hearing. If there's anybody who wants to speak for or against this item, please come up and be sworn in by our city attorney. All right, seeing none, we will close the public hearing and uh I will turn it over to Councilman Pickkins. Thank you, Mayor. Uh based on the distance requirement in the ordinance, I will make a motion to deny 7B LIC 2025-039. Councilman Pickicket has made a motion to deny. Is there a second for that motion?

What this search can tell you

Coverage is incomplete. This collection tracks 118 meetings. 39 have searchable transcripts and 72 have searchable minutes; a meeting may have both. 10 currently have neither. A missing passage is not evidence that a topic was never discussed.

Speech and summaries stay distinct. Transcript passages preserve the available transcript text. Minutes are labeled as summaries, not spoken quotations. Speaker identities are shown only where the source or documented attribution supports them; an unattributed speaker remains unattributed.

Relevance does not establish a connection. Topic search uses meaning and words to help you locate passages. Read adjacent passages, follow the source and inspect any agenda context before drawing a conclusion about an official’s position or a decision.
