Next, for our property and evidence remodel for police, this is an area where they keep evidence, which is very important to be secure and safe and clean, and they have a lot of lockers that are in a complete state of disrepair that are irreparable right now. So, we're just helping to improve that area, make it a more efficient area for them to use and a secure area for them to store um evidence. For public works, they have several here. Traffic sign and striping improvements. This is actually a uh combination of a few older projects that they put together. This is just to help us to comply with Federal Highway Administration regulations, update pavement markings, improve safety, replace signage, things like that. And then traffic signal improvements. Uh again, kind of speaks for itself. This is outdated traffic signals, LED lights, cameras, things like that. Conducting studies as well. So we go down there. Backflow testing and replacement. This is to make sure that our water's flowing the way it should with no contamination. Uh public works restroom edition. We have a lot of public works employees that are currently all sharing one bathroom and just making it a very bad situation over there. So we are uh certainly want to help them become more efficient and uh not have to work in in those kind of conditions. I mentioned green energy projects. This is mainly used for some of the work that we're doing with Georgia Power. This is collected from a specific revenue source, which is the street light fee that some that residents see on their property tax bills. As we go down to water heater there, water heater replacement, we're wanting to make sure that we're not only replacing water heaters after they bust and flood entire buildings and then cost us way more money.

And then the cola, that's a cost of living adjustment. We started doing this about three years ago and the initial few years to catch up to get employees where they need to be because it everyone had fallen far behind for inflation. We did whatever the one of the metrics that we use judging inflation. That's what the cola was set at. However, beginning last year, we kind of got caught up. We capped that at 3%. We're doing that again this year. And then the last line item you see there, 48,000 for unallocated contingency. This is essentially just to balance the budget to plug that. And that's for things that may come up throughout the year that that we need some extra funds for. A few other expenditures here. We have 200,000 for a comprehensive plan update. This is again Rusty's department for the comprehensive plan which is required every 10 years from the state. This helps guide future developments, land uses, housing. It is required again. So that's something we we must do. And then we have 200,000 for storm water master plan. Uh we currently don't have a good master plan. So uh our public works folks don't really see a good path forward until we get an exact plan of how we're going to address these issues as they come up. uh do things like inven create an inventory system, plan for expansion, R&M, reduce flood risk, which uh we feel confident will help us in the long run if we have a good plan. And then next we see 32,000 for blanket concert event series. This is a great series that parks began a few years ago. I believe they're increasing that from five events up to seven this year. They do those at the Village Green Park and the Reed House. They're budgeting for that once again.

Yes. I just wanted to be sure we have we there there will be a plan in place. Uh obviously I'm very familiar with his backyard and if I mean it can be a it can be really bad there if uh he's if it's overflow water especially storm water and also the tennis courts which is his next door neighbor too. He that was mentioned earlier. How will that be protect? You talked about a natural barrier which I do like right but that takes time right trees don't grow overnight. Correct. Uh depending if you buy already medium to adult trees. But to answer that question, uh currently west right now how everything already slopes there. So I'm assuming that he's already catching everything from the road without it being developed. So that's his current problem right now. When we come in develop, he's going to have significant difference of what's going back there from through our site period. So his concern right now is what he's seeing because there's no development. Right. So if he's catching everything from that road, everything's going to flow right into his property and unless someone comes and develop there, then he's going to have that continuous problem unless the city or something is interpreted on the curb and gutter or another storm drain system interpreted by the city. Mr. Welch, you have a a hydraology report. looked at it a few minutes ago, but uh is the water from the overflow structure piped or is it across ground? Is it from our proposed system? Yes. Uh that'll be determined once we get more information from the survey on the actual utility locates out there and then borings because we need that additional information to do that. And again, currently like typically when we come to these planning commissions or everything like that, we invest enough knowledge and we work with the city through the development getting some of the off-site contours and information.

The program provides a lump sum cancer benefit as well as long-term disability coverage for the fire. Certainly support this going forward. Any discussion? May I have a motion? Move approval by Mr. Pickkins. Do I have a second? Second by Mr. Lindley. Everyone, please vote. Miss Hines be quicker than that. Miss Wilson voted in the affirmative. Okay. And that's approved. 6. Item K, authorization to approve RFP 26-011 trenchless trenchless rehab storm and sanitary sewer pipelining as recommended by the evaluation team's assessment to three uh companies that submitted proposals. Utility Asset Management, Federal ECL, LLC, and Ken Construction and Rehabilitation Services. Mr. Jones, any background, please? Uh, so this is a necessary utility maintenance item for both sanitary storm and sanitary sewer lane and storm drain rehabilitation. U, this also covers emergency responses as requested. We sent out RFP 26-01. We had eight responses and we are recommending retaining three of those eight. Thank you. Any discussion? None. Motion by Mr. Lley, second by Miss Wilkinson. Everyone, please vote. Miss Hines, I vote the affirmative. That's approved unanimously. Item L, this is Ricky Elglesby's almost million-dollar dock. Authorization to approve Board Safe Docks, a Soul Sourcebased contractor to perform the Riverview Park dock redesign and reconstruction at an amount not to exceed $994,257 to be funded from the 2022 Splast. This is the the dock down in Ward 7 that got wiped out when the when the flood happened and all the the river rose. And we're going to put it back much better than um much better than we had it. um that has handicap accessibility and some connection points that Mr. Jones will describe to us. Yeah. So, this was the dam the damage was done by Hurricane Helen back in September of 24. Uh significantly damaged the dock. Anyone who lives down in the Riverview area is very familiar with this.

Doesn't have to get into we just kind of high level this how we're going to get I just want to Okay, so high level. So originally we had the storm water detention pond in the corner um closer to the tennis rack. Uh per comments per the neighbors we moved it uh so just the first concern that's always going to be the lowest point is that corner. We just made sure that storm water is further away from it. Um the second point, we had originally a retention pond, but there was a concern about mosquitoes. So to fix that solution, we switched over to a dry detention pond. So it drains out within 24 to 48 hours. So mosquitoes don't have enough time to lay their eggs. So that was the purpose of switching over to a dry tension pond from a um regular wet detention pond. So with the dry detention pond there will be certain soils compacted with certain materials that will let it infiltrate and we'll have to do some borings with geotech report but from a high level we'll have to meet the code to drain a certain infiltrate the soil at a certain rate. Um and then on top of that for the dry dry detention pond we have to make sure we take account for offsite storm water that drains onto our site. So not only at our site, we have to take account for other storm water that drains on to our site. So from that we get contours survey and we'll see from the survey and contours and elevation what actually drains to our site to treat. Hopefully that answers the question in a high level.

Do we detention ponds? They have to physically pipe from the detention pond into the storm water system. Is that correct? So, they're they will be required to do a downstream analysis which will determine um I mean again their engineer may be better to speak to this because I'm not sure what their plan is but the the um the outlet from their pond can be discharged on their site and then flow over the ground to the neighboring property or there can be connection from a direct connection from their pond outlet to another pipe. So it doesn't it doesn't go over the ground at all. You want to come and answer that question while we let's get some clarity while we're talking about it. You're getting more steps in than you thought you're going to get tonight, aren't you? Talk talk about talk about what he's just discussed as far as treatment of that water. So regarding the treatment water, again going back to what I stated first, everything has to be treated on site. Now how we release the water if we release any water is going to be determined by the borings that we get from the geotech report and then also when we get back our additional survey regarding the utilities on the storm drain piping uh water lines and everything like that uh that we can make a better clarification on that but the goal is ultimately to make sure that we don't downpour and add more additional because that's the heaviest concern that we have with the meeting. So the answer is you work with staff. Yes. You work with our professional staff to make sure that whatever you're releasing is within the limits to make sure that this gentleman's drain is not overwhelmed and goes into his correct. Okay. Does that satisfy you that a lot of this is done you with our with our professional engineering staff as they're doing?
