We have pe the shots just went through houses into couches where people were sleeping, you know. Um, so anyway, I just want to make you all understand. And it was really frightening for us and my neighbors and I didn't have they had no clue that was into the other neighborhood as well. My fear now is I'm so glad that the police caught three of the people. I think I live next to one of the the last person to think and I don't know what to do about it. I feel unsafe. I don't know if there's a patrol. It would be nice. I don't know if that will deter people from coming. the lighting the light in our street is pretty dark. So, you know, there's opportunities for people to hide, you know. So, I don't know if that could be something that because it's a city of Smyrna streets, it may be better lit. Maybe cameras might be an option. So I just hope that people and the investigation needs to be complete and they need to get the person who did you know is part of this because I'm terrified still you know of people other people coming back. We don't know if this is a bigger you know uh team or whatever they are and they might seek vengeance or what it is. So, and they might mistake our house, too, because we're right next door, you know, and we can't vet our renters who come in, you know, that's another issue we have in our neighborhood. We don't know who. And the Airbnbs, we don't know who are coming into our neighborhoods and we have to live there, you know, and we love our neighborhood. I love I've been here for 20 more than 20 years. I love my neighborhood. I love my neighbors. I'm glad it's growing.

He also recommended that council should not want a permanent structure there which would provide an impediment to future redevelopment. ATH2025-171: Dat Luu, IT Director, stated that the City of Smyrna requested qualification proposals to provide on-call services for low voltage cabling, fiber optic infrastructure, security camera systems, access control systems, and audio/visual systems. The selected vendor will be responsible for installation, maintenance, troubleshooting, repair, and system upgrades on an as-need basis to support city facilities and operations. Three (3) proposals were received on Monday, October 13, 2025, and reviewed by a selection committee comprising staff from Information Technology and Public Works. Two (2) firms are selected for the on-call contract and hourly rates and fees will be negotiated: NetPlanner Systems, Inc. - primary All N One Security Services Inc. - secondary ATH2025-178: John Knop, Oakbridge, explained that they recommend BITCO Insurance Companies for Workers Compensation. • Public-Entity Expertise • Financial Strength You Can Trust • Partnership-Focused Claims Approach • Proven, Cost-Savings Claims Services • Online Claims Portal • 2026 BITCO with Deductible $488,749.00 ORD2025-009: Research indicates that the proximity of Vape Shops to schools may increase the likelihood of youth exposure and use of vaping products. The City Council finds that it is in the public interest to regulate the location of vape shops to reduce the potential for youth initiation of vaping and to protect the health of Smyrna’s young people. This amendment to the zoning ordinance defines Vape Shops, Elementary and Secondary Schools and Principal Product Line and specifies that a Vape Shops is authorized in the General Commercial zoning category provided that it is not located within 1000 feet of certain schools, kindergartens, daycare facilities or other Vape Shops, all as defined by the ordinance. And for whatever reason, the city did not divide that into two separate parcels at that time with two separate tax IDs. The sister kept both pieces under one tax ID. And that's why we have a situation where we're really looking at two separated pieces of land that are all under one parcel and one tax ID. And that's why we're not reszoning them separately. We have to treat them as one per what we understand from the city. Um, this site is uh currently mostly wooded site and the house that's in the middle of it is quite nicely maintained. And uh what we've seen over the years and I think some staff can attest to this is that the fronts of this property is a dumping ground for the people that walk back and forth from the apartments and they throw their trash and all that. There's even a small trash can that somebody put out there at some point. And I I questioned during the the during the uh planning and zoning, why is there a doggy pot trash can out here in front of this project? And no one could really explain it, but it turns out it may be because there was a bunch of liquor bottles being thrown in front of these lots. So, our hope is that in doing this, we're going to do nothing but improve the neighborhood. We're uh you guys have seen myself and Rick here many times. I think we've built like what do we say 18 homes now in the city of Smyrna? I'm over 30. Over 30. Okay. So, um And I know that this is the 13th time and I 13th together. That's right. So you you all know what we build and uh we generally build a pretty nice product and uh we're pretty much looking at the same types of houses here.

The property does not have sewer service. While the property that Arrow Waist occupies is zoned heavy industrial, the adjacent properties to the north, south, east, and west are zon mixed use and are large and largely residential. Over the last 15 years, former industrial properties along the corridor have been converted to single family homes, town homes, and apartments. The Sorry, I'm trying to find it. is very small. The city and other partners are invested in parks, trails, and river access along Riverview Road, expanding industrial use at 6310 Riverview Road with a sewage storage for the modular office and additional fuel storage. Threat threatens the river with potential leaks and spills. We are excited about the changes of the Chattahucha River corridor in Smyrna and appreciate all the city is doing to create and maintain river access. We support our neighborhood on Riverview Road that is that opposed the special land use permit that expands to arrow waste property. And I just want to say um I oppose it myself. One reason is because driving down where the arrow waste is at. It's not even a fence over there. It's just like a little small gate. They keep the trash u trucks. I mean, it's trash, you know, sometime is not empty. A lot of animals. Um we have a lot more rodents in the area. Um a lot of times when I'm coming through there early in the morning around 6, 7 o'clock in the morning, it's still kind of dark. The trucks just run out in front of you. Um I feel like If you're going to live in a neighbor, I mean, if you're going to be a business in the neighborhood, you should at least try to keep the help keep the neighborhood clean. And I feel like where they're located at, it's a lot of trash. It is a waste company.

We was able to route that to the people who were responsible for that, which was your neighborhood association, not your HOA, but Riverview Road Area Association. They that was routed to them. We realized that they realized that they they had a new management company and they were behind on it. We stayed on top of that for you. They kept saying that it was in the city of Mapleton that they couldn't handle it. So, they kept closing it. We finally got them to open it for a little while. And let's see, Tim Freeman. He that was for Howard Recorder. For Howard Record and also with Sweet America Corporation. Okay. And And there you're saying their signs are out of code.

I live at 6212 Pipevine Lane. Uh, I'm here with many of my extraordinary neighbors. And, uh, once again, I just want to thank everybody for showing up and representing our community. It's amazing. Thank you. Um, and I just wanted to point out that uh in uh a lot of us were at last week's permitting meeting and I feel like that's where uh our uh current uh challenge or not current but where uh we feel uh a lot of neglect coming from. Um and uh for me uh I just want to point out that I uh grew up off of Bankhead now Veterans Memorial since uh 1983. Uh so I went to uh Harmony Leland, Lindley Middle School, Plebrook High School. Uh nothing in Smyrna, but uh I know Mapleton in the area very well. Mr. Mayor, you mentioned that the city of Smyrna had annexed the Riverview Road. And so when I came here to buy and invest back in the community, I was thrilled to see that Smyrna had taken over that part.

Jeffrey, if you'll swear him in. You'll state your name and address for the record, please. Welcome. Thank you. Uh Terry Stookie. I'm the owner of the property behind the Dairy Queen. Um 2600 South High Drive. Um I'm not real crazy about the one foot off the property line. Um that's my biggest concern and that is a very congested area. Okay. Uh Mexico Lindo gets a lot of traffic. Um and then we have during the work week we have a lot of truck traffic in and out of there. So, um I'm not really forward or against it. Uh but I don't like the one foot variance on our property. Okay. Thank you, sir. I think Mr. Welch had a question for you. A question and I've sort of been in your shoes before. What would you feel comfortable with? I'm not real sure to be honest with you. What What makes sense? What makes sense? is one foot. Just awfully close, isn't it? Uh because I go out too much further than the driveway pretty much. Um like I said, I'm not totally against it. I just I'm not crazy about the one foot off the property line. Thank you. Because I think I think your standard is 10 foot, isn't it? Yeah. Okay. Sir, and I'm sorry, just for my own um reference, where's you said your business is behind it. What's the business of yours is behind it? 2600 South Tub where the big large building behind it. Oh, the the whole building. The brown brown. Got it. Tan looking. Whole building. I got it. Okay. Thank you. Thank you. Anyone else want to speak for against this item? All right. We will close the public hearing and this is in W five. I'll turn it over to Miss Wilkinson. Thank you, mayor.

So, you know, there there's some offset with respect to what the change is between the plans on that. Yes, you're going to gain more vehicular traffic from the Chick-fil-A, but it may not amount to a net positive or a net plus change in in total traffic volume for the site. Okay, any other questions? Hey, Rusty. Mr. Pickicket. Um, are there any stipulations for making sure the site work is done simultaneously for both sections so we're not maybe stuck with one part of it and then we don't get the other or vice versa? I believe the plan is to have all the site work done for the site um at one time. Okay. But you can have the applicant verify that. With that, it might be time to invite the applicant up. Please come up. You need to be sworn in. Okay. Let our city attorney swear you in. No. Uh first of all, thank you all for the time uh tonight. Um, to answer uh your question, uh, Council Member Pickkins, yes, it will be all done at the same time. I mean, the topography of the site, you have to have to do it all at once. Sorry. Maybe better. I missed your name. I'm sorry. Uh, my name is Park Lambert with Aerys. Uh, we're the we're the owner of the property and developer. Um, and as as Rusty mentioned, um, we are uh the request is to to change the mixeduse zoning to amend it. uh from 163 multif family units and 20,000 square feet of commercial down to 45 town homes which will be fee simple um owner occupied and 5,000 square feet of um class A restaurant drive-thru space. Um we've you know we've owned this property since 2021. Um we have diligently pursued financing and equity options for this this project uh as it stands now.
