A. COW2025-063 Review of the June 16, 2025 Mayor and Council Meeting Notice and Agenda Z25-022: Smyrna Preparatory School is requesting the location of a school at 4100 King Springs Road which is occupied by Life Church Assembly of God. The subject property is zoned R-15 and Section 701.5 of the Smyrna Zoning Code requires schools within a residential zoning district to be subject to the approval of Mayor & Council. ORD2025-005: The city is being petitioned to annex 1990 Watkins Road and adjacent right-of-way as described in the legal description. The subject property totals 7.55 acres and is zoned HI (Heavy Industrial) in Cobb County. The property will retain the HI (Heavy Industrial) zoning if the annexation is approved. AGR2025-018: The scope of work provided by the Program Management Task Order will be as outlined in the Professional Services Agreement for Smyrna 2016 SPLOST Program Management Services. This work will be completed as an hourly not to exceed fee project. Invoicing will be progressive and will be submitted monthly for work completed to date less previous payments. This proposal incorporates, as if fully set forth herein, the terms and conditions of the Professional Services Agreement for Smyrna 2016 SPLOST Program Management Services dated August 3, 2015, between Croy Engineering, LLC and the City of Smyrna. AGR2025-020: The same as above but for SPLOST 2022. ATH2025-101: Eric Randall, Public Works Director, explained that this is a request based on an evaluation that was performed of the storm water runoff that discharges from Memory Lane and passes through the properties of 1533, 1523, 1503, and1493 Collier Drive. This request will improve the current condition as the conveyance system in place now is not adequately sized nor did the system ever have proper drainage easements associated with it. All work will be properly documented and recorded as part of this request.

ATH2025-097: Kirstin Robinson, Deputy City Administrator, stated that the State made changes to the threshold for Public Works construction contracts during the 2025 General Session increasing the threshold for sealed bids from $100,000 to $250,000. The City mirrors the State for Public Works contracts so we need to make the update. The City also wants to increase the sealed bid threshold for non-public works contracts from $50,000 to $100,000. Several other minor tweaks and adjustments to the policy have also been made in this update. ATH2025-097: Chief Zgonc explained that they began looking at this program two years ago. There was too much reliance on tasers, and they wanted to move from that to improved control in a safer and more efficient manner. They chose a program that fits their needs and scheduling in the City of Smyrna for officers to do on duty.

What this search can tell you
Coverage is incomplete. This collection tracks 118 meetings. 39 have searchable transcripts and 72 have searchable minutes; a meeting may have both. 10 currently have neither. A missing passage is not evidence that a topic was never discussed.
Speech and summaries stay distinct. Transcript passages preserve the available transcript text. Minutes are labeled as summaries, not spoken quotations. Speaker identities are shown only where the source or documented attribution supports them; an unattributed speaker remains unattributed.
Relevance does not establish a connection. Topic search uses meaning and words to help you locate passages. Read adjacent passages, follow the source and inspect any agenda context before drawing a conclusion about an official’s position or a decision.
