Um, there's clearly a homelessness problem around the area as well, which I know can be it's hard to manage, but even the patrolling that occurs. I personally don't see it. I've called and gone to multiple voicemails because people speed down that road asking for maybe even park a car there um just to scare some or deter some things and it's leaving voicemails in multiple areas and never hearing back about anything. So again, it's not to discredit because I know you guys work hard and I don't know if there's a break in communication, followup or something we could do, but I know the community is growing. It's values increasing. So this being something that occurs won't help Smyrna grow. Um, and we want to be part of that growth, but we need to know as residents, how do we become part of that and what can we do to help resolve situations rather than just filing reports. Thank you. Thank you. Thanks, Mr. Blocklock. I think um Major Defense and and his uh and his team does a they do an effective job of maybe addressing some of the questions that you all have and I'm sure uh Glenn can get a organize a meeting at the right time with the community and and major defense and some of his folks there could answer some of those questions but okay we got we got some work to do. So thank you. Thank you. Uh Jennifer uh corn trends Thank you. I got one of those. 5240 Afton Way. Thank you. Thank you, Jennifer. Um, good evening, uh, Mayor Prom and city council members. My name is Jennifer Canarens and I live in I've been a homeowner of Upton down since 2003. I'm deeply unsettled after hearing from my neighbors, many of them whom my friends, about the response time, and the events over the weekend.

But my question is to you all seriously will we be informed of what spawned this issue? Will we know? Will we be advised of that? Go ahead and finish and we'll circle back. Okay. So the thing is is this. I've lived there for many years and I have a deep uttermost respect for our PD. In fact, they help me greatly when I had a harassing neighbor that was several years of unwarranted harassment. And the thing is is that they are stellar. They truly are. And our our fire department. Um, but jumping to another issue in our neighborhood that I've been advocating for and something that has not been addressed still is that you may all know that we are close-knit community and meaning that we have no sidewalks. There are pedestrians, um, children, seniors, and animals. They must walk in the roadway. So, unfortunately, we have been increasingly affected by a serious and growing problem, habitual speeding. Mayor Norton, having previously lived in our neighborhood, is likely familiar with both it layout and challenges it faces. Two years ago, I submitted a request to Mark Wolf for a speed study. Though it was delayed, the study was finally conducted last year. Since then, I've made multiple attempts to follow up with Mr. Wolf, including an in-person visit to city hall here, and I was told, "I will give him a message and your phone number." I never heard back from him. So, I to this day, I've not heard a response. Tonight, I respectfully asked Mayor Prom and C city council members to assist me in reestablishing communication with Mr. Wolf. so we can work together on a clear and effective solution to reduce speeding and often downs. This is a matter of public safety that affects all who live and travel through our community. And I would thank you for your time and consideration.

Thank you, Jennifer. Um I guess a couple things for you. Lieutenant, could you address the once once the investigation's over? Um my recommendation on that would be to keep that as soon as the investigation is finalized. have additional questions, he would be the one. I'm very familiar with him. He's excellent. Yeah, he's upstanding. Thank you. And then on the trafficcoming issue, um, couple things. We have a a trafficcoming committee that, uh, Council Member Lindley chairs and I'm on it and so is Council Member Wilkinson. And to address many of these issues, one thing on the staff, I I think I mean for our city, I think our staff does a great job being responsive, right? Some obviously sometimes it doesn't always work. So, but totally understand but um but this has been years in making and I've gotten no response. Okay. So, we will have that on the list and we will definitely circle back with uh with some response on that. So, should I give my information to someone or and you're in W one, right? Can you uh send me an email and then I can connect you with Mark and we can go from there. We'll sort it out. Excellent. That'd be wonderful. I appreciate that very much. Yeah. And always a always a good uh rule is or thought is if you can't you know if you waiting for staff you're just not working for whatever reason reach out to any one of us and and you know help facilitate. And look guys we're we're doing a thousand things in once every day. I don't think it was deliberate to be honest with you, but I just like to get this finally resolved and and because it's becoming such a thing where, you know, we have people with babies, right? You know, walking around and and animals and humans, so that'd be greatly appreciated.

Thank you very much. Thank you. Thank you. Thank you, Lyn. I'll The last person signed up is Vita Sammy, 1002 Afton Way. Evening everyone. I'm Vita Sammy from one zero to Afton way. Um next door to what happened on the incident of um Saturday night. I just wanted to lend my voice to I don't want to repeat myself as to the response into the um the 911 calling. Um we did get someone when we called, but she was also very curt um I was surprised by it. We've never gone through something like this before. So I'm still in shock. Um uh the response time I expected the police to come you know we really close to everybody so I expected them to come a little I mean the time was really shocking to me. I was so scared and um she didn't our 911 call didn't tell us what to do or how to protect ourselves or anything like that. And um it was really scary and I'm still in shock from it. So, I'm just I I I love our police officers, you know, they do a great job and all of that, but I was expecting sirens to come down, you know, there were more rounds. My car is busted up from this. And I was just hoping that if the police came with the sirens and lights, even when they were there, the lights weren't on. It was after when the investigation crew came in that the light, there was actually lights in our neighborhood that were going. No sirens, nothing. I was shocked. So, I just wanted to let you guys know that this is not I'm concerned about our neighbors. We have young kids. My my next door neighbor has a daughter, a young girl, little girl. We have old people in our neighborhood.

We have pe the shots just went through houses into couches where people were sleeping, you know. Um, so anyway, I just want to make you all understand. And it was really frightening for us and my neighbors and I didn't have they had no clue that was into the other neighborhood as well. My fear now is I'm so glad that the police caught three of the people. I think I live next to one of the the last person to think and I don't know what to do about it. I feel unsafe. I don't know if there's a patrol. It would be nice. I don't know if that will deter people from coming. the lighting the light in our street is pretty dark. So, you know, there's opportunities for people to hide, you know. So, I don't know if that could be something that because it's a city of Smyrna streets, it may be better lit. Maybe cameras might be an option. So I just hope that people and the investigation needs to be complete and they need to get the person who did you know is part of this because I'm terrified still you know of people other people coming back. We don't know if this is a bigger you know uh team or whatever they are and they might seek vengeance or what it is. So, and they might mistake our house, too, because we're right next door, you know, and we can't vet our renters who come in, you know, that's another issue we have in our neighborhood. We don't know who. And the Airbnbs, we don't know who are coming into our neighborhoods and we have to live there, you know, and we love our neighborhood. I love I've been here for 20 more than 20 years. I love my neighborhood. I love my neighbors. I'm glad it's growing.

You know, there's so many things going on with Smyrna. So, I just wanted to let you guys know just of another voice and you know, care for our neighbors. Thank you. Um, hey, for contact information, Mr. Trailer. Um, Pearson, do we have your contact information? You could do that, please. Yeah. Mayor, can Jennifer, you're gonna you're going to reach out to to Glenn, right? And Okay, I think we have everybody. Miss Blelock, do we have your contact information? Mayor, is that then? I think some council members like to couple comments and just questions as as well. Have you have you guys experienced this recently again? Is this the first time? This is the first time that you've experienced this. Okay. Okay. Um, and I can speak as being a prosecutor, right? So, I deal with cases that come up um and how this goes and just balancing, right, between what's going on with you. I would be absolutely mortified if I have shots coming through. The first thing you're going to do is call 911. That's that's what you do. And I I I am concerned that you had that response from 911. I don't know what that is, but there's a way to be able to get a a copy of 911 reports and see, you know, the response times, right? Sometimes it may seem like a longer time than what it really is when you look at it, but you never know. But 20 minutes seems like a long time. But I also balance the same time with our PD knowing that they have to be multiple places. You've got Lieutenant Hansen who's here who himself has put his life on the line and has last year was shot in the process of responding to a situation. I I look at also there are times when they're responding and you may not understand.

when you said that they didn't have the lights on, it may be because of something that they were told by 911 that said, "Hey, this is on such and such street and to be able to go and look, they don't need to alert." But I don't I don't know what the exact is, but I do think that we have heard exactly what you're saying. This is very concerning. Um, when we finally heard about it as well, we were very concerned and we don't want this here in the city of Smyrna. So, we will be talking with PD as well um and and and 911 and asking about the response time for purposes of what occurred um and and no matter what, right? There there may be a difference in response time if somebody the difference in how someone responds to you saying I'm hearing shots versus I have been shot. But either way it goes, you are a concerned citizen and you deserve to have the respect for the fact that you've called and you have an issue that you're concerned about. So we we want to make sure that we address that as well. You did something that is the most important thing. See something, say something, and you did it. I would tell you as a prosecutor, not necessarily being the prosecutor in this particular case, if you have video coverage and you have the ability to go look through it and you see anything, make sure PD knows that. All right? Because a lot of times your video coverage is so helpful. So look back through it. It could be anything that could be very helpful and let PD know it and let them have the access to it. So, um, we are taking what you're saying very seriously and I promise you we will be looking into it. Yeah.

Um, I'm very sorry that y'all had to go through that last night. And, uh, thank you all for being here tonight to share your stories with us. And I think we all saw some lapses in PD and uh uh 911 that we'll get answers to and see see kind of what happened last night and go from there. And I think this council is very committed to public safety and ensuring that uh our police department is well equipped to respond to what goes on in the city. And uh this is just more that we'll look into and continue to make sure that our citizens are safe and it's very important to us. And uh I talked to our police chief yesterday and today and one thing he wants to offer is uh a town hall with the two neighborhoods affected. So I'll reach out to the HOA presidents in the next couple days and we can get that scheduled and uh make sure that you guys continue to feel safe and um continue to increase patrols and do what we need to do to make sure you guys are are safe in your neighborhoods. So thank you all for being here tonight. May Yeah, I would say in the next week or so. So I division I'm the ship commander for the ship that's on tonight and tomorrow nightroos have already adantly instru as other calls permit them to be in the neighborhood I'm sorry. Can I say one thing? I'm sorry. I didn't sign up and I know this is happening in real time and it's being investigated. Ma'am, you want to come on up, please? I'm so sorry. I'm I'm sorry. My name You just say your name and address. Jasmine Bush at 10:15 Aftton Way. Um I was just had a question.

And I I know this is someone people have been arrested, but just to be honest, I've been living in a neighborhood for 15 years. This has never happened anything like this. And it sounded like a war zone. And I don't think it was, this is not random. I believe it was somebody was targeted um when the gunshots were going off. We peeped from the side of our window and we saw three people in masks in single file coming up the street. Somebody was targeted. So I think that should be addressed. Thank you. The the other thing I would say just so that you guys are aware as well, once there's some parts of the investigation that they won't be able to say because that preserves the investigation, right? You want to be able to make sure the person's convicted, right? But once you have a name and that name is out there in the world, um the DA's office, the whoever's office is handling it should be able to tell you where it is in the process of of uh being prosecuted. Okay? You be able to know if there's an arraignment day and you want to be able to show up for arraignment day. If there's an actual trial, you should be able to know those things. So, um major defense will help you. Say it again. When you when you speak with Major Defense and he will come out there with his group or or whatever else, right? Obviously, there's when we always say this, it's uh it's an active and ongoing investigation. That's the code word that we can't talk about certain things because if we do, then we might lose the case. So, um, but when there are names out there and their names have been filed with the clerk's office, that starts a process that's open to the public to know about.

And so, you can always reach out to him. And then there are people within like the DA's office or the solicitor's office and we can make sure you have those numbers that if you want to be able to call and say, "Hey, I I'm one of the neighbors who was out there and I'm just wondering what's happening with this case." They should be able to tell you to a certain degree. Or you can even go on the clerk's office site to see what's happening with the case. Yes. And I let me make sure I clarify for our city clerk. That would be the Cobb County clerk's office. And if it's Yeah. And and and a major defense will be able to tell you whether or not if it's a misdemeanor, then it's going to be the state court clerk's office. If it's a felony, then it's going to be the um uh superior court. And it sounds like from what we're hearing, this probably would be something that would go to the DA's office, the district attorney's office that deals with felonies. Thank you, Miss Hines. Appreciate that. Um, next on the agenda. All right, last public comment. Go ahead, sir. Sorry to share my experience. Sorry again, I didn't know how to register and talk about that. So, I'm the neighbor from the Woodbury Town House. Could you say name and name and address, please? Um, yeah, Vin. My name is Vine Dharawat and I'm at 2732 Bell Drive. Um so as many of them told is the same incident. So but how like so I'm non-immigrant worker. I came from India to I have never experienced this kind of issue. My family is totally terrified now. So we have a 4month old baby and uh so I woke up and it's like 2:30. I mean I've never I didn't sleep.

I'm terrified to come downstairs to check what happened um like in my house because I have I heard like a window buster sound and when I came down at 5:30 when I've seen the police came out then I feel safe and I came down and u I see a big hole through my window it hit uh it came from the outside and hit the frame and from the frame it went through the cabinet. So it it's in the c in the kitchen the frame of of my window. Oh from Gotcha. Okay. So yeah um thank god like no one's there like to wash and dishes because we we wake up all night because of the baby and luckily nothing happened and my mom is here to uh she's visiting us and to be honest we never we never grew up in this in like before. So we just been terrified and we just need some some help from all you. I know you will be working very hard. Um, one thing I want to say is like I want to know why I'm dying. The reason, right? I don't want to die with the known shots. Like I don't know why I'm dying. So please make sure like our safety as a priority and provide some uh help on this one. Yes sir. Thank you. I don't know if you want to see the pictures but it was terrifying. Um I have my windows and how it is like Yes. I'd like to see it afterwards. Yes. Thank you sir. Thanks for Thank you. Thank you. Right. With that, we'll close public comment and move on to board and staff reports. Mr. Pickkins. Oh, I'm sorry. Yeah. If you have anything to your home or your personal property and you haven't yet spoken to a police officer about that, please reach out to us.

Let us investigation. Even if you like me, you believe somebody in the neighborhood was targeted. If you haven't spoken with an officer or detective involved in the case at this point, I would highly encourage you to do so just so we can have that look at that as an avenue if it hasn't already been discussed. Okay? I just don't I want to give our detectives every chance they have to be successful and to do a good job. I can't really speak to what happened. I was a different ship working the night of this I can't speak to their response or anything like that. That's just my encouragement to you all as home. Lieutenant, how should they reach out to PD? Um, you can reach us on our non-emergency line or there is a basic phone number that takes you to I think it's an automated system in our front desk and there's a extension code to get to our division detectives. If not, a person that you could reach out to would be Lieutenant Trey Stevens. lieutenant or major and they can direct you to so if you all want the non-emergency number um it's a weekend specul. unless they're [Music] called I'm not sure why this happened Saturday night early Sunday morning. [Music] That's why again I'm encouraging you guys reach out if you haven't talked to our detectives or any [Music] information I would direct I have a question. Does C County? You know, I think that's something that would requ What's What's your thoughts on that? I mean, like Yeah. Yeah. Probably more of an insurance thing, but let's I think when we have the town hall where we can have really a lot of good dialogue, right? And uh that might be the time because then that's a good thing to have on the list to make sure we're prepared to be able to answer that question.

What this search can tell you

Coverage is incomplete. This collection tracks 118 meetings. 39 have searchable transcripts and 72 have searchable minutes; a meeting may have both. 10 currently have neither. A missing passage is not evidence that a topic was never discussed.

Speech and summaries stay distinct. Transcript passages preserve the available transcript text. Minutes are labeled as summaries, not spoken quotations. Speaker identities are shown only where the source or documented attribution supports them; an unattributed speaker remains unattributed.

Relevance does not establish a connection. Topic search uses meaning and words to help you locate passages. Read adjacent passages, follow the source and inspect any agenda context before drawing a conclusion about an official’s position or a decision.
