3. Review of Current M&C Agenda PRE2026-022 Review of the July 20, 2026 Mayor and Council Meeting Notice and Agenda Mayor Norton reviewed the July 20, 2026 Mayor and Council Meeting agenda. Z26-004: Russell Martin, Community Development Director, gave a brief background. Mayor Norton explained that it had initially been denied by Planning & Zoning Commission, but the applicants made several significant changes based on public comment. They went before Planning & zoning Commission again, and the vote to approve was 3-1. Mr. Martin further explained that the public asked them to move the dog park and move the detention pond. The opposition is rooted in not wanting townhomes there. There are townhomes across the street. This is currently zoned GC which allows for many different commercial properties as well as the proposed townhomes. Joey Staubes, Planner II, explained the new elevations show three stories from the front and four stories on the back. The updated information will be presented in the presentation tonight. I think it tells kids that this is a world that's extremely dangerous, extremely violent and certainly it can be. I don't want to downplay dangers to uh communities, but at the same time, we know that it is in fact uh statistically we're actually seeing a major decrease in crime across the country. Um we if we don't support helicopter parenting, it is not a healthy way to to parent children. Um, we don't want to see community helicopter parenting, so to speak, where children feel like they have to sell their privacy, uh, to remain safe, to believe that we have to have cameras on every corner, massive numbers of cameras on every corner, um, to, you know, to prevent themselves from being harmed when, you know, we need to rely on our actual community, our first responders. And I think there's other ways we can invest these massive amounts of money in our first responders that are better, more holistic, and actually support um, our community more effectively. Um, so yeah, I would recommend the recommendations. uh excuse me, I would support the recommendations of the the last two speakers um very very much and I appreciate you all taking the time to uh hear me out. So, thank you. I appreciate you all being here uh to share your concerns and feedback. You know, we take your concerns seriously. Um we understand our responsibility ensuring technology is only used by authorized personnel strictly for legal use. So, thank you for sharing your thoughts. We always welcome concerns of the public and appreciate you being here tonight. That's the last public speaker. Is there anybody else that didn't sign up but wanted to speak tonight. All right, seeing none, we'll go to ward and staff reports. We'll start tonight with Mr. Ricky Oglesby. Yeah, amazingly I have nothing today. [laughter] All right, he yields. Mr. Gold.

34. All trees within the limits of disturbance and not located within a tree protection area must be removed during the land clearing and grading phase of the development.
Each little short burst of camera capturing that little movement is in public. But overall, where you travel and where you wind up is considered private because no one person can figure out every single place you've been. It's called a mosaic. Each little instance builds up a big picture and gets your mosaic of where you traveled. With these cameras and drones, Flock and the police and the cities are able to build that mosaic and without any warrant to access that information and that data that becomes a fourth amendment violation. Um as well as that under US first carpenter users do not willingly choose to transmit data when data is autoolcted. This was in terms of phone usage and geo fencing and was reinforced with chattery verse the United States but also applies with driving. Um when I'm driving it is in public but that does not mean that I am willingly consenting to auto collection of my license license plate and the data of my car when I drive around the city. So it's still it should still be considered as under USB carpenter. And in Chattery it reinforces that with another uh Supreme Court decision of privacy of move of your entire movement being under the fourth amendment and it pushes that into the digital information realm which include which is what flock does. flock deals with the digital tracking of persons and their vehicles and creates a mosaic of information that becomes a fourth amendment violation. We'll have to wrap it up. Your time is expired. Thank you. Thank you. Thank you for being here tonight and expressing your concerns. Uh next we have Anastasia Pixler, 2642 Park Road Southeast in Smyrna. Hello. Good evening. My name is Anastasia Pixler and I have lived in Smyrna for three years. Up until recently, I've been a very proud resident, always talking about how great the community is and how fun the events are.
