6. Other Business / Staff Comment Mike Jones, City Administrator, asked Deputy Chief Mohrmann to update Mayor and Council on the maintenance issues at Station 4, the medical equipment relocation, and the assurances that response times will not be impacted. Deputy Chief Mohrmann explained that due to the maintenance issues, they have divided Station 4. Rescue 4 is at Station 5 and Truck 4 is at Station 2. Response times should not be affected. They have been in communication with dispatch. Deputy Chief Mohrmann also updated Mayor and Council about an incident at Whitefield Academy. Lt. Jay Ratliff was there for a routine alarm inspection. He helped save the life of a man who had no pulse by performing CPR and using the Automated External Defibrillator (AED) available at the school. Because of his efforts, the man was saved and safely transported to hospital. Councilmember Susan Wilkinson stated that someone from Smyrna Grove spoke to her about gunshots around Benson Poole. Someone has also asked about the parking lot at Zoya. Councilmember Lindley said that Community Development is working on signage and other remedies. Councilmember Rickey N. Oglesby, Jr. thanked Smyrna Police Department because they have made two arrests in his assault case. Councilmember Charles Welch asked that in about a month or so that a cost analysis be done now that the jail is closed. Heather Peacon-Corn, City Clerk, explained that starting January 1, 2027, the Clerk’s Office will no longer be able to process and post elected official’s CCDR’s and PFD’s. She provided them with a QR code that takes them to the sites needed to register and watch a tutorial. She reminded Mayor and Council there is a CCDR due at the end of this month for those who do not have an affidavit on file. Paul Osburn, Interim Deputy Public Works Director, stated that they have started the meter change-out program. This will take place over the next nine months. He also mentioned he needs to replace his back truck at a cost of $600,000.00. Mayor Norton said to discuss that at a future meeting. 7. Executive Session (As Needed)
Imagine my disappointment and betrayal when I learned that this government has entered into contracts with the immoral company of Flock. Flock allows the highest bidder to buy their what their cameras collect. From unconstitutional and terroristic ICE raids to here in Georgia where multiple cops have been caught using the cameras to stalk their exes. You have created a deep distrust between this council and Smyrna citizens. Within a mile of my home alone, 37 cameras are collecting my data. Not only is this an egregious betrayal of my civil liberties, but it is also an illegal act. Federally, the Fourth Amendment states, "The right of the people to be secure in their persons, houses, papers, and effects against unreasonable searches and seizures shall not be violated, and no warrant shall be issued, but upon probable cause supported by oath or affirmation and particularly describing the place to be searched and the persons or things to be seized." More locally, Georgia's ALPR statute code 35122 states that law enforcement agencies may collect data and share data with other law enforcement agencies for law enforcement purposes only and that that data shall be destroyed no later than 30 months after collection. Block is a private company whose data is consistently used for non-law enforcement purposes, which this council has allowed disregarding the legality or morality of its actions. You have failed at your job of protecting smartest citizens. You have disrespected our constitutional rights and our privacy. The only solution is to cancel the flock contract and remove the cameras. I leave you with this George Orwell quote. In the past, no government had the power to keep its citizens under constant surveillance. Now, private life came to an end. Every citizen could be kept for in fear for 24 hours a day under the eyes of the police. Thank you.

Approval of the July 20th pre-consil meeting minutes. And approval of the July 20th mayor and council meeting minutes for the mill rate public hearing number three. Thank you, Mr. Jones, and thank you for wearing a coat tonight. Very distinguished. May I have a motion to approve the consent agenda? So, moved by Mr. Pickkins, second by Miss Hines. Everyone, please vote. Mr. Lindley in the affirmative. And the consent agenda is approved. 6. We're now to the citizen participation portion of our meeting. Uh, we have three people signed up for public comment this evening. The first one is Chris Nave, 1100 South Marietta Parkway. Welcome. Hello. Thank you. All right. Five minutes, correct? Three. Oh, okay. All right. Um, so today I'm talking about Flock. Um, so Smeirina is one of the biggest cities I've seen for Flock. Um they have a 5.7 million contract that's paid out over the next 10 years or starting in 2025 for 75 plus cameras. Those include the normal ALPR license plate reading cameras as well as the contour tilt pam and zoom cameras as well as two drones. Um the reason I want to talk to that is because of both um how bad flock can be as a company, how bad the people who have access to that surveillance can be but also uh constitutionally that they violate fourth amendment or are starting to work that way. Um legally we have US versus Porter that came up couple years ago. It was about ALPR cameras and they within themselves did not violate any fourth amendment as long as they remained intermittent surveillance of locations which is what every camera does. It intermittently captures a short period of time. But the problem is in US carpenter the privacy within a whole of movements um is considered privacy under the fourth amendment even if each little movement is in public such as driving a car to different locations.

A. COW2025-089 Review of the August 18, 2025 Mayor and Council Meeting Notice and Agenda Z25-008: Joey Staubes, Planner II, provided the following background: The applicant proposes to demolish the existing 130-room extended stay hotel to construct a mixed-use development that includes an eight-story hotel with 212 rooms along with retail and amenities, and a twelve-story multi-family building with 328 units surrounding a structured parking deck. The proposed parking deck will accommodate 675 parking spaces for the hotel users and the multi-family tenants. Community Development recommends approval of the rezoning from TS to MU- Conditional on 4.66 acres for a mixed-use development with 328 multi-family units at a density of 70 units per acre, and 212 room hotel building with amenities including those variances supported by staff as shown above. Planning & Zoning Board Recommendation: Voted to approve by a vote of 5-0 at the July 14, 2025, meeting. ATH2025-134: Kristin Robinson, Deputy City Administrator / CFO, provided the following background: A cybersecurity grant was received by the IT department in the amount of $69,650 with a 10% match. We are amending the budget for the expenses and the grant revenue related to this award. The grant was approved on a previous agenda. The City is planning to install an art sculpture in the Market Village. The $140,000 estimated cost for engineering, site work, and the sculpture. This will come from General Fund Reserves. In the FY 2026 Adopted budget for the Vehicle Replacement Fund, $600,000 was included for the replacement of two (2) sanitation trucks. The actual is $625,836 so an amendment to that project budget is needed. The purchase of the trucks is an item for approval on this agenda. We will use VRF reserves to fund this addition. The initial project length budgeted revenue for the 2022 SPLOST has been collected. We are amending for twelve (12) months of additional revenue based on the average monthly collection over the life of the SPLOST. We are using the additional revenue for various projects that need additional funding. CNV2025-002: Paul Osburn, Deputy Public Works Director, explained that in order to install storm infrastructure within the ROW, the Cumberland Community Church dedicated 1,856 square feet (0.04 acres) of ROW to the City after installation.

What this search can tell you
Coverage is incomplete. This collection tracks 118 meetings. 39 have searchable transcripts and 72 have searchable minutes; a meeting may have both. 10 currently have neither. A missing passage is not evidence that a topic was never discussed.
Speech and summaries stay distinct. Transcript passages preserve the available transcript text. Minutes are labeled as summaries, not spoken quotations. Speaker identities are shown only where the source or documented attribution supports them; an unattributed speaker remains unattributed.
Relevance does not establish a connection. Topic search uses meaning and words to help you locate passages. Read adjacent passages, follow the source and inspect any agenda context before drawing a conclusion about an official’s position or a decision.
