Um so you know this solution really allows you to keep things like on street parking um outdoor dining and still have the street function for the businesses that are there. Folks told us that it very much matched the vision for the site about for the for the corridor about eight out of 10. So we heard quite a bit uh from the community through this process toward the end of the third phase. You know, some of the things that I want to leave you all with as we as you all move toward um you know, working with a development partner is one, retail and restaurants. That is crucial. We heard this over and over again. Folks really want to see that type of uses in in the redevelopment. Number two, housing and having a balance of housing. People really want you all to work with the development community to have uh for sale products and for rent products as a balance. Three, traffic and parking. That will continue to be a concern. Um, you know, that's something that you all can ensure is well designed uh so it doesn't overwhelm your transportation. And fourth, you know, people really want to see investments like the Jono Mayo and the green spaces as part of this. This is what brings life and character to the development so it doesn't feel like it's generic or could be anywhere in the metro area. This is something that will really make it feel like it's only here in Smyrna. So with all the inspiration, um I do have to leave you with a little bit of an action plan to bring the inspiration and make it a reality. So the last few uh pages in the plan are what we're calling the action plan. This is your implementation section. It is a little drier than the rest of the plan.

And um so we we we're going to listen tonight and we'll I'm sure they'll be uh um circling back with you all with uh with updates and next next steps. So we really apologize for the your experience and um it should not happen. Uh, next person signed up is uh Dominique D Christophano. Dris mind saying that? Sorry. 251 Oak Lane. Yes, sir. Hi, my name is Dominic D. Christopher and I live at 25501 Oak Lane and represent the community of Woodbury in Smyrna, Georgia. The Woodbury community is uh resides on a dead end street at the intersection of Spring Street and Bell Drive. We share a dead end with the Aptton Downs community um on Sunday. I won't recount everything that happened, but um I live closest to the home in the Oakborn community and the response time of the police was unacceptable in my opinion. Um we waited 20 minutes for anyone to show up and uh we don't feel safe. Um we are asking for additional police patrol and to feel safe to have a safe place to raise our families in our community. Um it's you know and I also experienced similar um um etiquette on the phone with the 911 patrol officer or um the 911 uh agent on the phone. Um is this about shootings? Yes, police are coming. And I was also hung up on um uh that's unacceptable. Um, and I called twice as well because there were two incidents of shootings and they were about two to three minutes apart from one another. So when the second happened, I called back again. I said, "Where is the police?" And I was dismissed off the phone. They're coming. So, um, unacceptable. Um, to my knowledge, no one was hurt in this incident. However, there are bullet holes in multiple homes across both streets, car windows broken, and an immeasurable amount of fear are placed within our communities.

Uh in fact, I'm on most of those emails, if not all of them, and they respond when it's a issue that requires a city staff member to respond to. If it's a HOA issue, the HOA needs to respond, not city. Uh because that's not in our jurisdiction. All right. If there are code violations, you mentioned code violations. Obviously, we're working on that. You know that everything's been documented. I encourage everyone to use the 311 app to keep documentation on that. When you use that for these issues, it goes directly to that particular department and they take care of it from there. And I get the email so then I can track it. In reference to industrial, I think you're now who were you speaking on far as upcoming industrial stuff you mentioned? Um the planning and zoning um in reference to arrow waste. So a waste is there already. Yes. So that that particular piece of land is it's zone heavy industrial. So they are currently trying to get a fuel tank I believe or some type of tank put in there above ground. And that's going through the process. There is a process for these things. And obviously showing up for the zoning meetings and expressing your concerns, that's how we that's how you have a voice, right? Right. We're It hasn't come to us yet. So there's nothing for us to really discuss on that currently. That makes sense. I wasn't trying to discuss that tonight. I was just coming with my issues with the city. And so that's why some of my neighbors that are here today, they have some issues with the city. Also, I don't want y'all to ever feel like you're not being listened to or heard or seen or I mean, this this council and our staff, we we have the best constituent service in my view anywhere.

I didn't get to say thank you to Mrs. Mayor for the day, but um I just wanted to come up and uh speak in support of uh item R in the Church Street drainage project. Um that's been a a long a project that's taken a long time to come to fruition. Uh we appreciate uh how much the city was willing to work with us. Um we went through uh mediation and even though it was a long mediation, it was very pleasant process. Um and uh we just we're really thankful that it's um kind of finally coming to fruition and that there's finally a resolution to it. Um it is uh it's something where there's a lot of of storm drainage on the south side of Church Street where there's no uh drains at all right now. And it doesn't just help our property, it helps everybody that's downstream of that property. So um great for the citizens of of Church Street.

My question is are our priorities as a city for residents and small business or private equity firms that own a waste? And then in this meeting, we've also spoken about how Aerow waste is clearly here temporary. They only want this temporary. We don't have to worry about it because in two years, we it's temporary. They they don't even want to be here. They're looking to move out is what we just heard this evening. None of my neighbors are looking to move out. None of the residents that I live with, uh, my wife and I, uh, no one that has bought a home and become a resident of Smyrna in a newly zoned residential space is planning to move away from the area. And I would very much like that to be considered in tonight's thought about the vote. Thank you. Thank you. Anybody else who wants to speak for against this? I have to be sworn in by Mr. Cochran. I don't believe you were sworn in. I saw that letter. I saw Excuse me. I really can't see this. It's kind of small, but this is the Chattahuchi River Keeper. Summary in the published minutes, not a verbatim quotation.
5. Other Business / Staff Comment Chief Keith Zgonc updated the Mayor and Council on the police department’s initiatives to have a presence in the downtown greenspace area and the Community Center on Fridays because of the influx of kids after school frequenting the area. The past four weeks there are anywhere from 75-100 kids. There were no real incidents to speak of, and generally by 7:00 PM, most kids are gone. They have had to patrol Atlanta Road between Great Clips and LGE because some of the middle school kids are disturbing the businesses. Discussion took place about adding part-time employees to patrol the Community Center, bathrooms, and the general area surrounding the Community Center. Joe Bennett, City Administrator, provided the following updates: • HB 513 – Kash Patel was successful at adding language to the legislation so the current agreement with the county is protected against passed legislation. • Mableton could cause a renegotiation according to Andy Welch, attorney. • Grading is underway for the downtown restrooms – many of the city’s utility lines service many different items in the greenspace. • Budget meetings were wrapped up today. • Downtown bollards – hydraulic bollards are cost prohibitive at $750K each. A manual solution would be K12 crash engineered bollards that staff can operate at 800 pounds a piece. The price for ten 50-mph crash engineered bollards is $214,284.00. • The Covenant Christian School by Brawner Hall is closing, and they are doing an expansion of the church. • Food Truck Tuesday will be moved to downtown beginning in June because parking will be lost due to the church expansion. Mayor Norton stated that Aaron Bisges of Stillfire has found more construction materials. They will begin grading soon. Mayor Norton said there is a lot of conversations about closing West Spring Street because the foot traffic is so abundant.

I put in a submission on September 5th because about 50 neighbors told me they all summer long they've been writing about Nichols Road. I did get something back three weeks later saying that they get to it and it was closed. It was closed before we got an answer. That's not acceptable. I agree. From East West Connector and South Cobb Drive to Riverview Road is deplorable. Bankhead Highway is cleaner. I left Brooklyn 28 years ago and when I go back, it is cleaner than South Cobb Drive from East West Connector to Riverview. We've all made an investment here. We all pay into the city of Smyrna. None of us like coming here at this hour. We have homes. We have families. We have other things to do. We're here because there's a problem. And I don't want y'all to mistake that. We're willing to help these young people. If they send you something that you don't get, point them to the right direction. They want to be good citizens. They are good citizens. And it's about time we stop telling them not to email and point them in the right direction. Period. And I'm going to stand on that and I'm going to be here every meeting to make sure that we're on the same page. We've invested too much. These are young homeowners. This is their first home. A lot of them, a lot of them are single doing this at this price point. It's about time that we get on board with them and we work as a community. And that's all I ask. We and we are respectful of your time and your f all of your families. We understand it takes an effort to get here. Uh my commitment to you is I'm not going to have you coming to every meeting because we're going to meet before our next one. Okay.
