The restaurant facility includes a queuing lane with sufficient capacity to maintain traffic within the restaurant property. A detached canopy is proposed at the north for ordering and an attached canopy for pick-up. A 10 ft. landscape buffer is proposed along Oakdale Road as well as between the restaurant and townhome units, and a 5 ft. landscape buffer is proposed on S Cobb Drive. The buffers will consist of streetscape trees which are overstory trees planted every 40 ft. along Oakdale Road and S Cobb Drive as well as evergreen trees used for screening purposes for the restaurant and along the northern boundary of the townhome development. A full access drive is proposed on Oakdale Road with a deceleration lane for right turns entering the site. An additional full access drive is proposed on S Cobb Drive with a deceleration lane for right turns entering the site and a right and left turn lane exiting the site. All improvements along S Cobb Drive will require GDOT approval. Several variances were granted for the previously approved site plan. Additional variances associated with the restaurant include: 1. Allow a drive-thru restaurant in the MU zoning district. (Sec. 720.2.11)

Committee of the Whole

A. COW2026-008 Review of the February 16, 2026 Mayor and Council meeting notice and agenda Z25-015: Russell Martin, Community Development Director, provided the following background: The applicant is requesting a zoning amendment of Z21-014 to revise the site plan and elevations within the existing MU-Conditional zoning district. The plan reflects a 5,023 sq. ft. drive-thru restaurant and 45 townhomes at a density of 10 units per acre. Staff Recommendation: Approval of the zoning amendment to revise the site plan and elevations of Z21-014 within the MU-Conditional (Mixed Use) zoning district. Planning & Zoning Commission: Approve by a vote of 3-2 at the January 5, 2026, meeting. The proposed development will decrease the density and floor area of the previously approved plan. There are 45 townhome units proposed, which would reduce the residential density from approximately 25 units per acre to 10 units per acre. Additionally, a single drive-thru restaurant is proposed which would reduce the commercial area from 20,409 sq. ft. to 5,023 sq. ft. and reduce the overall required parking from 369 spaces to 172 spaces. The development includes 45 townhome units on 4.47 acres, with 21 being rear-entry and 24 being front-entry. An internal sidewalk is proposed for connectivity within the development with a connection to external sidewalks on Oakdale Road and S Cobb Drive. An amenity lawn is proposed in which 14 lots will have front yard connections. A mail kiosk is proposed at the north west corner of the amenity lawn. A new road is proposed within the development that will be built to public road standards. A full access drive is located on S Cobb Drive with a proposed deceleration lane, as well as a full access drive on Oakdale Road. Variances associated with the townhome development include: 1. A reduction of the side setback from 25 ft. to 12 ft. The drive-thru restaurant will occupy 2.4 acres with a building of 5,023 sq. ft. and 67 parking spaces.

6. Other Business / Staff Comment Mayor Pro Tem Gould: Swimply issues are becoming a problem as people are renting out their private swimming pools. In one instance there has already been problems with double parking and noise violations. Russell Martin, Community Development Director, stated they will be addressing these through a code enforcement avenue first. There were only two entries in Swimply for Smyrna, and they will continue to monitor it. Councilmember Welch: Wolfe Center rate increase – would like to compare revenue generated prior to the increase vs after the rate increase because people may not be renewing their memberships. Kristin Robinson, Deputy City Administrator / CFO, stated that those who were already members prior to the rate increase are grandfathered and will not have a rate increase. Councilmember Wilkinson stated that the Wolfe Center is a community amenity and the city should not be “competing” with private businesses. Mayor Norton asked that the current fees and new fees be sent to Mayor and Council and a communications plan be put together. Councilmember Welch also asked if there has been any follow up about the trash can concerns. He reminded all that he had suggested that there be a fee for the extra can for yard debris. Ms. Robinson said she will speak to Paul Osburn, Deputy Public Works Director, about this. Councilmember Hines: Rose Garden and the Pride Festivals were great. Councilmember Lindley: Attended the virtual presentation from MKSK about the redevelopment of the Baptist Church land and saw first sets of options. Mayor Norton said he has been very impressed with MKSK. Councilmember Lindley would like to arrange a trip with Mayor and Council, the Church Redevelopment Advisory Committee, and maybe the Planning and Zoning Commission, to downtown Alpharetta for ideas. Councilmember Oglesby: The Beltline / Silver Comet Trail construction / stabilization should be done soon. He also said the inaugural Juneteenth event was a huge success, and he continues to get positive feedback about it. He is looking forward to next year’s event which will be on a Friday. Councilmember Wilkinson: She mentioned the virtual call with MKSK, and she stated she really enjoyed the presentation and looks forward to being able to view it more closely. 7. F550 4x4 6.7 L diesel Osage Super Warrior type 1 transport capable rescue. It's a mouthful. in the amount of 480,000 to be purchased from 108 Fire and Safety in for Scythe, Georgia using the Florida Sheriff's Bid funded by the vehicle replacement fund and allow finance to amend the budget appropriately and authorize the mayor to sign and execute all related documents. This uh item has been tabled twice uh in order for us to get some questions answered. Um and so if you've got any background, Miss Robinson, we'd love to hear it. Yes. Just um real quick, um this is um replacing rescue 4 because it was approaching its end of service life. Um total cost is $490,000. And we are going to equip one of our rescue units with transport capabilities to be able if needed to transport critically ill or injured patients in emergencies. Um once approved, it'll take about 12 months to build and be delivered to the city. And the fire department recommends approval of this item. Like to open up for council to make any comments or I I'd like to make a comment and I I guess the reason it was delayed was because of me. I had several questions about it, but the chief came tonight and I I tell you what changed my mind on this and I I envisioned this. You've seen it many times on television where firefighters have fought a fire and worked a fire and just been exhausted to the point of of fatigue and almost passing out. And and I I envision one of these firefighters sitting on the ground and I thought, you know, if we can do anything that'll make this a more comfortable transition for our police and fire, um I I think we should. and and that's what convinced me to do this and support this issue. I'd like to if nobody else has any questions, I'll make a motion to approve. Anybody else have any questions or comments? All right, we have a motion to approve item A by Mr. Welsh. I have a second. Second goes to Council. All those in favor, please vote. That's approved. 70.

What this search can tell you

Coverage is incomplete. This collection tracks 118 meetings. 39 have searchable transcripts and 72 have searchable minutes; a meeting may have both. 10 currently have neither. A missing passage is not evidence that a topic was never discussed.

Speech and summaries stay distinct. Transcript passages preserve the available transcript text. Minutes are labeled as summaries, not spoken quotations. Speaker identities are shown only where the source or documented attribution supports them; an unattributed speaker remains unattributed.

Relevance does not establish a connection. Topic search uses meaning and words to help you locate passages. Read adjacent passages, follow the source and inspect any agenda context before drawing a conclusion about an official’s position or a decision.
