2. Staff M&C Agenda Items to Review RFQ25-018: Bo Jones, Water, Sewer, Utility Director, As part of the 30 year rehab plan, Water Sewer Utilities requested unit price bids for yearly CIPP (cured in place pipe) for the city’s 60 miles of clay pipe to be lined. Based off of actual scenarios with unit pricing, Federal EC LLC was the lowest bidder. Our in-house CCTV and inspections division will inspect for deficiencies and when found the contractor will be called to line said area based off of findings such as root intrusion and cracked/broken clay piping. ATH2025-003: This is passing the increase from Cobb County through Smyrna to the customer as is customary.

Obviously, a lot of you know I'm from South Carolina, so our cuisine will be a mix of both. We'll have some Caribbean, some geiga, uh, some soul food and some comfort food, too. So, we'll have a little bit of everything for everyone. Also, some live jazz and neo soul music. Some really good music. It's a shopping center off Concord. Um, adjacent to Burger Crush. I guess that's the most that's that's the landmark. Yeah. Right there on that same side of the road. Mr. Lindley, this is in your ward. Yeah, Mr. mayor. It was originally the one of the first PO folks restaurants in in town. Um you've uh read and I understand taken the Could you recite what you learned please? Yes, I learned a lot. What was the opening date? Uh projected December 5th. Okay. Very good. Lord willing. So, if you guys choose to approve it, we'd recommend that you add these stipulations to go along with that to hold them to what they're proposing. So with that, I'll be happy to answer any questions for you. Questions or Rusty? Rusty. A lot of varian of mixed use. How come do you know why didn't use multif family category? Because they're providing a commercial use with it. So, um, our currently our commercial or our multifamily zoning districts don't have the ability to allow for retail and commercial uses. Mixed uses is about the only category that does that. On that last slide, I'm just thinking it was a mistake, but Can you pull that last slide up again? Yeah, it's an error. Talking about where it says 250 hotel. Obviously, that is not We missed that. It's an error. Multi family. Be multi family units. Yep. Thank you. Any other questions for Rusty? Thank you. Like to invite the applicant up. Got good evening, Mr. Mayor, council members. I'm Kevin Moore here on behalf of the applicant, which with partners uh in this application for resoning. I'm also going to be joined uh tonight to give uh part of this presentation by Blake Brady and Bennett Sans specifically Blake Brady with both with Wood Partners uh who will provide additional details for your consideration. I'm going to introduce this application for your consideration uh and then they'll be providing the presentation to you as well about this project. uh you know first of all people you know I we very much would partners myself respect staff their professional opinion it's just in this instance we respectfully disagree u we believe that there are changing conditions and circumstances for this property uh in this area specifically which we think give grounds uh and supporting grounds for consideration by you for approval.

Are we going to be required to clean up the mud or whatever? And this sounds like an emotional appeal, but I've just never seen enough technical details to prove that they've truly managed the water management parking. They say it's adequate, but please understand that Argo Road is 30 feet wide. That is two lanes of traffic. There is not one inch for a parking spot along Argo Road. If by chance there is a need for overflow parking, again, five parking spots per unit. Those are they have multiple bedrooms. I believe three or four bedroom. I'm not sure which. Doesn't matter. That means they're families living there. It might be teenagers. How many cars are they going to have? Are the garages actually going to be used for cars? Are they going to be used for stories like many people do with their homes? So, if there is a a parking problem, how's it what are they what are the visitors going to do? They cannot park along Argo. They cannot park along Camp Highland. They should not come into Woodland Brook where we live. There is no solution for overflow parking. They're trying to squeeze too much into a oneacre plot of land. It from a water perspective, a parking perspective, it just doesn't make sense. And if I could have a few more minutes, I'd like to just make kind of an emotional aesthetic appeal. Close your eyes and imagine you're driving from East West Connector now on to Camp Highland. First thing on the left is West Westchester Commons. A beautiful little development tucked down in. You barely even know it's there. Wonderful. You go across the bridge. It goes over Silver Comet Trail. There's this patch of woodland. Very nice. Yes, it's okay to be developed. But what do you see to the left on Argo Road, you see single family dwellings.

Um, even if we were to even if we were to go forward or even agree or or approve, there's still another level. Is that correct? Yep. Yes, ma'am. For South Cobb Drive, it is a state DOT right away. So before any permits can be issued on site, they have to go through a formal review and approval with state DOT for their access points on South Cobb Drive. And I want to make sure I understand [clears throat] this correctly as well. Um because I've gone over this several times. We don't legally have the power to deal with the South Cob issue. Is that correct? like we don't approve like that portion that deals with the county is the county. Do you understand I'm asking? Yes, [clears throat] we with respect to the access to the site, G do is going to take care of that. If there are signal phasing or anything else like that, we do have some control over that to fix those issues if we need to. Um but wi with respect to access to the site and the improvements to the site that are along uh South Cobb Drive, that is a state DOT approved review um that they could be working that they'd have to go through that process with them. Okay. Thank you. [clears throat] Any other questions or comments? Council, Mr. Gold. Uh thanks, Mr. Mayor. Um, just to reiterate uh what other folks said is really appreciate you all coming out and the passion you display to to advocate for your point point of view and the information you share. So, it's it's much appreciated uh for you all being here tonight. Um, just a couple thoughts is um you know, you all deal with this every day, so um you know, I understand where you're coming from.

5. Other Business / Staff Comment Mayor Pro Tem Gould: Leadership Cobb had their Economic Development Day. Lunch was held at the Community Center, and they got a tour of StillFire. Andrea Worthy, Economic Development Director, provided a presentation about everything that is going on in the city. Councilmember Hines: Stated she had a visit with a city official from a city in Switzerland. They performed an extensive public input session for their development. They have a performing arts area that is housed in an old church similar to what Smyrna would like to do. February 27 is the Black History Month program. Councilmember Lindley: The groundbreaking for First Baptist was on Sunday. Councilmember Pickens: Asked about any updates on the Campbell Middle School project. Mayor Norton said they will discuss this is two weeks. He has met with them, and progress is being made. Mayor Norton: There is a bill at the capital that may change elections. If passed, it would add a year to their terms so elections can be held on even years. A rural legislature has put this forward, but the bill will likely not move forward. There is also a lot of discussion about property taxes. Heather Peacon-Corn, City Clerk: She spoke to Michael D’Itri, Interim Director for Cobb County Elections. In discussing use of the Smyrna Community Center for elections, the measurements used from StillFire to the Community Center are from building corner to building corner as prescribed by the OCGA. That is only 89 feet currently, well under the minimum 250 feet required. The Smyrna Community Center will not be able to be used for elections. She has reserved the Taylor-Brawner House for 2027. Discussion took place about having the ward elections closer to their wards. More information will be forthcoming. Councilmember Welch stated that once the brewery opens, Community Center parking will become an issue. May need to do something to prevent that, like “Community Center Parking Only” signs. Paul Osburn, Interim Public Works Director, stated that the utility billing customer service portal for automatic debits is active. They are trying to get the permit for Windy Hill Road. There needs to be a renaming of the bypass at Windy Hill. 6. Executive Session (As Needed)
Uh the plan itself uh Mr. Stabs was able to do a couple of uh some good job of reviewing some of those details. Again, uh this plan a little bit easier to follow. Uh here uh this plan again shows a maximum of 328 multif family units and a 12story building. That's the building on the right. Uh this kind of highlighted in the pink and that has a wrap where it's wrapped around uh the uh parking deck. Again, it's fully amenitized with courtyards and amenities uh for and dedicated for the multif family residents and their guests. On the left in the blue is the positioning for uh the uh proposed hotels, eightstory hotel, maximum 212 rooms. Again, a fully amenitized hotel with courtyard and amenities also dedicated for the hotel. Uh we've also uh designed this specifically so that you have a welcoming plaza uh that is shared by both uses uh as well as for the ability to have hotel drop off as well as guests and so forth for both dedicated parking for both hotel and residents and guests in the parking uh garage itself. In terms of uh just to hit on it because I think this is a good slide to see it for Councilman Welch's question. Uh yes. So the uh there will be dumpster locations, one for the hotel use and one for the uh multif family resident use. Uh most likely you can kind of see if you come in from the top where it says service loading in that area will be then uh placement of uh where that dumpster will be when it's final design and then somewhere uh on that northern side as well for the uh where you'll come in and have the compactor and dumpster area uh for uh the residents at that location.

A. COW2026-064 Parks Equipment Discussion – Parks and Rec Director Richard Garland Richard Garland, Community Services Administrator, discussed the landscape maintenance of the fields at Campbell Middle School. He reached out to Russell Landscaping, and they quoted an additional $40,000.00 a year to be added to the existing landscaping contract if Campbell Middle School maintenance is added. Mr. Garland researched ways that maintenance could be kept in-house. He believes this can be done if they are able to purchase some equipment: two Laser Z X-Series 72" riding mowers at a cost of $16,014.00 each for a total of $32,028.00 and one Vanguard Ride-On Blower at a cost of $11,880.00 totaling $55,788.00. Mayor Norton asked if the City has the manpower to do this. Mr. Garland stated that they will be bringing on additional people later in the year. The equipment will be stored at Public Works.
