But depending on how much you invest, you don't also want to shoot yourself in the foot because it's a lot of money to Can I can I just interject real quick? If it became a problem, Rusty Joey, if it became a problem that the borings or whatever it was prevented them from accomplishing what they're trying to do from a water retention and water treatment, then you would bring that back to us or we would re that would that's not that's going to be dealt with. It's not it's not going to just right there. There is not going to be a a development permit issued for this site until everything is resolved, right? So, we're not just going to say, "Oh, we think it's going to happen this way." So, I just want somebody I just wanted somebody to say he's got to go get the information to understand how much water he's really dealing with from offsite. Like, he he knows what the site is probably developing, but we don't know because the surveys aren't completely done what external water he's having to deal with and manage at that point too, right? So once we get all that information, they run this run the studies and the hydraology there is at that at that point back towards the the the um the tennis courts there is an inlet that catches the storm water from that section. There's an established easement. I think what he's trying to articulate is once they f figure out the volume that they're going to retain and what is actually leaving the site and the rate that it's leaving if the pipe that's they need to convey that water out of there is going to be sized appropriately to go into that pipe or if they actually need to make further improvements down the line to upgrade the size of that pipe to accommodate that stuff.

The subject property is zoned R-15 and Section 701.5 of the Smyrna Zoning Code requires schools within a residential zoning district to be subject to the approval of Mayor & Council. ORD2025-005: The city is being petitioned to annex 1990 Watkins Road and adjacent right-of-way as described in the legal description. But all that stuff is figured out during the plan review process and we will we'll ensure that that happens. We don't issue the permit unless all that's resolved and done in accordance to Georgia blue book standard to protect these. Yes. And Mark and Claire are looking at that. We're all we're all looking at that to make sure that we're not creating adverse effects for adjoining properties. Thank you. All right. Part two of your question. Sorry. You might be the one to answer this and maybe not. I don't the engineer may be the one. Uh part two of the question is I understand there is an inlet structure at some point downstream that this water will flow to from the overflow structure in the pond. You've got to me about this before. Do you know approximately how far that is? [laughter] Okay. No, I don't. No, I don't. I mean uh I mean it's it are you talking about from the inlet point to where it comes into the road from the discharge to the inlet up here it's looking what is that 230 at the end from the end of that pond to the or from the property width. So you're I mean you're it's at at the halfway point. So you're looking at 115 feet 130 feet more or less. Okay, thank you. Well, is there anybody left to speak? Is there has everybody spoken that sworn in was here to speak? Okay, that was it. Okay, Miss Wilkinson. Yes. Um, and it's in about the proposed dog park. Are there requirements that they have like a way station on the property on the dog park? No. Typically, we let the community manage that and if it becomes a code issue and they're not managing it, then code enforcement will step in and address it with their HOA.

I enjoyed working with Eric a lot and um one of the things I've said about him is how um he never mind minded explaining things and I always like a a lot of um explanations and ask a lot of questions and he was always very good and kind um about that explaining things and also um you know want to keep his family and his wife and his stepdaughter and his parents as well that he was um he was taken care of and keep them in our prayers. And just also add that um I had forgotten that Eric had mentioned this to me, but he had moved his parents uh down here from I think it was North Carolina when they had the hurricanes up there and the home that they were living in was flooded and Eric had moved his parents down here and they were I don't know if y'all know but they were at Delmare Gardens here in Smyrna and they they're still there. Um, so and I had talked to his sister yesterday and she's uh planning she likes the the home that they're in and has been happy with them there and she's planning to continue having them live there in in Smyrna in Delmar Gardens. So anyway, with that I yield. Mr. Pickkins. Thanks, Mayor. Oh, yeah. Um, it was a hard day yesterday and I'd say he's gone way too soon and enjoyed working with Eric over the last few years and he was a great addition to the city and always happy, full of joy and I think we'll all miss his uh terrible jokes. So, thank you. Um, yeah, like um likewise Eric was a a pleasure pleasure to work with and as a as a maybe I had a affinity for his sense of humor as being another dorky engineer, he was uh I found his uh found his jokes surprisingly funny.

Um the 2021 bonds are split between the general fund and that splice on the bottom, that $2.5 million number. General fund CIP. Um this year we're recommending $3.5 million of CIP. This is an increase of 1.5 million compared to last year's adopted budget. We had been funding our CIP for several years through ARPA funds that had come from the federal government. We have um expended all those funds and so now the CIP goes back into the general fund. I will um note that a million of this is for green energy projects which has its own revenue funding source um that comes on the property tax bills through the street light funding. And we're going to use $300,000 of committed funds as Landon mentioned earlier um for an IT project. Water, sewer, and storm water. Um a lot of these projects are just repeat projects um from year to year with an increase. There's a 7% increase for infrastructure and drainage each year. We are finishing up the lead and copper inventory projects. Um and so those are going to be done hopefully in the next two years. The new project that Landon uh mentioned earlier is we are doing a meter replacement. We're upgrading to AMI technology. Um as he mentioned, y'all have approved $2 million to start that project and so we have $2 million in the next two fiscal years to finish out that project. Um and then storm water. Uh this also has just a standard increase every year, but as Landon also mentioned, we're going through trying to evaluate what we're collecting on that and what we need to collect. Um we're going through a storm water analysis right now. So trying to make sure that the numbers um that we're budgeting are what we need to budget as we move forward to make sure we take care of our storm water.

The previous maintenance prevented invasive growth, protected neighboring properties, and helped ensure that the drainage system functioned as intended. I believe this is a reasonable request and one that reflects responsible stewardship of public property. I would appreciate the council reviewing this decision and directing the appropriate department to restore routine maintenance of this drainage gully before the problem becomes worse. Thank you for your time, your service to our community, and your consideration on this matter. Thank you for being here. I'm familiar with where you are. Um, Mr. Jones, can you please get in touch with Mr. Young and see if there's a solution that we can work with him on? Uh, I don't know the particulars of that situation, but I'll we'll figure it out. And, uh, I appreciate you being here. Sorry you had to come on an evening away from your family to to be here, but we we'll we'll figure it out. Um, on the on the flot cameras, I want everybody This was a very deep consideration for the city council, right? This was something that we did to keep our residents safe. If you're not doing anything wrong, you don't have anything to worry about. And I've seen the same stories that others have seen where even in Georgia there was a uh law enforcement couple of couple of bad apples law enforcement folks who were using that uh system for for the wrong purposes. We have internal controls in our city where we prevent that from happening. We have our chief's full endorsement of this system. Uh the term that he uses is force multiplier. right, keeping our citizens safer. Um, I'm not a law enforcement professional, but I can lean on their expertise to help make our community safer. So, we made a significant investment. We're not the first ones done what he did this and done what he's been through so we don't have to we're not creating a wheel, right?
