That was $5.7 million. It was handled as a purchase. The staff issue sheet is two paragraphs and a 10-year billing schedule. Nowhere in it is there one question about data sharing, retention, or audits. You decided how to pay for them. What the record does not show is anyone deciding whether Smyrna wanted them. The a few weeks ago my neighbors raised this and the answers from this dis was that people who are not doing anything wrong have nothing to worry about and that internal controls prevent misuse. This summer 10 Georgia officers at four agencies were fired for running flock searches on people they knew. Seven were criminally charged. Every one of those agencies had internal controls. An audit caught each case afterwards, which means nothing prevented it. And the people they tracked were not doing anything wrong either. So, I'm asking for a hearing on this contract with the agreement, the use policy, and the audit logs published before it. At pre-consel that night, your own city administrator called it a non-appropriations clause that allows the city to exit this agreement for any reason so you can afford to hear from us first. If you will not reopen a contract you have already signed, then put the rules in writing. Call it an ordinance or a policy. Define what they can be used for, who can search them, who it is shared with, how long it is kept, and who audits it. Cameras will come and go. written rules are what outlast them. I'm asking for a hearing. And also just to thank you guys. I put in some open records requests this week and you guys have done a lot of hard work to respond to them. Thank you so much. All right. Next, we've got I'm going to butcher this. A Hearnen is Huh? A Okay. My apologies. It's okay. It's all right.

While we understand that holidays or special gatherings can temporar temporarily increase parking demand, these situations occur in every residential neighborhood. We believe that the parking supply appropriately serves the day-to-day needs of this community. [clears throat] One concern raised during planning and zoning meeting was the was that the original rendering appeared to show the site as completely flat, making the buildings appear taller than they will actually be. We appreciated the feedback and prepared the updated renderings to more accurately reflect the site's natural topography. As shown here, the buildings are carefully integrated into the site through grading and retaining walls, allowing them to step into the into the terrain and reducing their apparent height. This rendering provides a much more realistic representation of how the completed project will appear. We also wanted to provide some context regarding building height. While these town homes contain four occupied levels, the flat roof design results in an overall building height that is comparable to and in many many cases lower than a traditional large single family home with a steep pitched roof. Looking only at the number of stories doesn't accurately represent the building's overall height or visual impact. As Joey mentioned, we also hired a traffic engineer to conduct conduct a traffic study to evaluate the project's impact using using nationally recognized IT standards. The study concluded that this six-unit development will generate minimal traffic and that all surrounding intersections will continue to operate at acceptable levels of service. At our request, the engineer also compared this project to a four home single family development. The analysis showed that the single family scenario would generate a essentially the same traffic and even slightly more daily trips, meaning the choice between town homes or detached homes would not materially change traffic conditions.

Those north and south streets are um um the neighborhood is quiet, but those streets are wellused and there is no sidewalk on um um Daniel Drive. And what we have there are all sorts of east west traffic. um uh basically um uh sports cars um small uh vehicles and we also have um big trucks, furniture delivery trucks, other things of that sort. There's a hard there's hardly a time that I stand on my porch and cannot within three or four two or three minutes um see um a big truck of that sort. And we have a lot of people on the street. And the issue here is um elderly people who are trying to keep their health. Um middle-aged people with children sometimes kids uh younger people with uh children um people walking their dogs, running, um walking, um people talking, having a good time. But there is a conflict between the um vehicular traffic and the running and walking traffic. And um something happened just last week that shattered me really. And I um came immediately to the front office or to the rep receptionist receptionist here and I said, you know, we have to do something about this. Um, and so let me just simply say I've I think I've laid out a case for sidewalks along that uh area. It really only has to be um on one side or the other of the street. The north side of the street uh is a pretty pronounced um direction upward. And I don't think the city wants to try to fight with the the hill. Uh but the south side of the street can work uh for a sidewalk. And it's the health and safety of the people, the numerous people every day who don't have anything but the trucks and the and the cars to cope with. And so I'm advocating for that.

6. Other Business / Staff Comment Kash Trivedi and Teri Anulewicz, Smyrna’s contract lobbyists, provided the council with the year’s updates including: • Property Taxes – SB 33 • Redistricting • Removing QR codes for ballot counting – they have had two years to find a solution and still have not • School cameras – The Georgia Senate recently passed a bill with a 49-1 vote that addresses the use of automated speed cameras in school zones. If the legislation becomes law, it would allow voters to decide whether they want the cameras to remain in their specific school districts. Additionally, the bill includes a provision to eliminate these automated traffic zones entirely by 2028. These cameras have cited thousands of drivers and generated significant revenue for municipalities and the private companies that operate them. Councilmember Rickey N. Oglesby Jr. – The Juneteenth event is this Friday. There will be VIP tables and tastings. There will be great music, and great food, kid zones, crafts, dancing, etc. Councilmember Glenn Pickens – Rebuilding Together Atlanta worked on a house this morning. They worked on the outside and will be adding a chair lift. Councilmember Travis Lindley – Thanked all who came out for the service this past Sunday at the church. Councilmember Latonia P. Hines – Thanked Parks & Recreation team for the FIFA Juggling event and the concert. The concert had an estimated 3,700 people in attendance. 7. Executive Session (As Needed)

Um some of the things I think are kind of scary are the two drive-thrus and the 30 car stacks. Um that's all to help with traffic. We have currently one of the most difficult lots in Chick-fil-A. We're on 8 acres. I can stack 15 cars on my drive-thru. So, what you fill in the morning backing up on the highway, sometimes we get on Highlands, um, all that is contained to our lot. So, if you have cars that are stacked up on South Cobb, I'm losing my job. Like, that that's like an hour wait. Um, so I I don't know the traffic patterns. All I can tell you is um everything is going to be contained to the lot because this thing is built for three times the volume of what our current lot has. And it's not like three times people are going to come. It's just it it handles the volume better. Um I honestly have one of the most difficult lots currently in Atlanta to operate. So the question was what is your busiest hours of the day? Yeah, obviously 12 to one. Um so we get obviously kind of what you expect. We get a breakfast rush um 7 to 9 in the morning and then we have the 12 to 1:30 and then our dinner, but you really don't feel that at dinner. I think moving across the way I think that's probably going to change the traffic pattern a little bit will probably be a little bit less breakfast and a little bit more dinner. Yeah. So that's the busiest time of day for the entire area. It is a spaghetti junction. You are aware of that. Uh and there was no traffic study. So, what is the what are there any plans? I mean, maybe there should be plans for Odale Road to improve traffic at least, right?

That's why we have people smarter than us that tell us all the Right. Yeah. that that that is it's very likely that that intersection was considered at the at the initial layout of that development and there may be a milestone in there that triggers certain types of traffic enforcement or traffic control to your point as as more folks move in more traffic. Um so I'll meet with the public works director and see if there was a milestone that was hit that would trigger some sort of additional Okay. Great. infrastructure. Okay. Thank you. Appreciate it. All right, I see one Georgia Tech sweater in the audience. I will say I'm a Georgia guy, but I do root for Tech every day that they play except one. And uh I hope that y'all are undefeated when you play Georgia. Good good luck. All right. Uh we'll we'll end the public comment period and go to ward and staff reports and we'll start tonight. Start tonight from China. Mr. Lindley, are you still with us? He went to finish his breakfast. All right, Mr. Pickkins. Thanks, Mayor. I just like to thank our park staff for putting on an awesome spooky fest on Friday night. It was very well attended and it was a great event. So, I hope everyone gets to attend it next year. Thank you, Miss Hans. Um, once again, the Rose Garden Festival. Um, they do a great job in the neighborhood uh celebrating in the fall and in the spring. So, they had a great time with the kids. So, there you go, Mr. Welch. Mr. Mayor, thanks everybody for coming out this past Saturday to keep Mr. Beautiful and cleaning up our streets in the city. With that, I yield.

and the current infrastructure for traffic just is not designed to handle that kind of volume. I've also looked at the uh buffers that they will allegedly put onto uh Oakdale Road. They're not allowing enough space for a five-foot ADA compliant sidewalk, a two-foot buffer between the sidewalk and the street. And simply there is not enough space to put up the types of trees for natural buffers that I'm sure you would prefer to be versus concrete walls and such to grow. I mean, if you put a just a normalsiz plant in the ground, think of the ball that comes from the nursery and they expand rapidly and that that in my view is going to be quite an issue. Um, and there's the fact that they want to put the uh retaining wall and in some ca passes it appears that it'll even be higher than the 10 ft foot mark that's been currently recommended in the development phase. We are also concerned about the deliveries of night for food, beverages and also the uh waste management companies for reming out the uh dumpsters even if they are hidden behind a corral the noise doesn't go away for that matter it may not go away any point in the day. So, the landscaping that's been recommended does not allow for any of that to be hidden from sight by anybody driving down Oakdale Road. So I would like you to consider upholding the standards and policy the mayor and council keeping in mind that how would you view this and how it would affect your life with the additional traffic concerns and all of the exhaust fumes which comes with such an increase in vehicle traffic. So I want you to consider right now and even though I understand uh it's being recommended for approval by the city of Smyrna staff u that there's still the 49 conditions that do not appear to have been met.

As noted, it is a thorough fair for that activity to get to the Silver Comet Trail. So, I'll be short and sweet tonight in stating my opposition, and I appreciate your time. Thank you. Thank you. Um Rusty or the applicant, I can y'all speak a little bit more for me to the signal timing that seems to be an issue over there now if there's going to be any change to that and then what just focus in on the traffic flow and traffic plan specifically for that area. I went over there and drove the area. Um, I'm I'm very familiar with what we're talking about here. Te tell me more about how all of this is going to work at that location with the drive-thru. Those studies are going to take place if this is approved prior to issuance of land disturbance. So they'll do a an analysis of the signal timing of the the light at South Cobb and Oakdale along with probably the light at Highlands Parkway and South Cobb Drive and figure out what the appropriate timing is based on the trip generation from the uses around there and what traffic is coming in there to maintain the same level of service um that's currently there. So, I can't give you specific numbers today, but that is all part of the review. Um, with respect to uh what Miss Shaw uh said that there's not a stipulation in here that requires the county to review. Stipulation number four, per vatum, the developer shall be responsible for any traffic improvements, including additional rightaway dedications deemed necessary by either the city or the county during construction review. That's as plain as it can be. Um, we are going to do our diligence. The county has their standards with respect to what they want to see. G. controls the light and controls South Cobb Drive.
