A. COW2026-030 Review of the May 4, 2026 Mayor and Council Meeting Agenda ATH2026-056: Paul Osburn, Interim Public Works Director, stated that this is a request based on the need for city staff to install the newly purchased traffic bollards around the green space area in three different locations. Two locations along King Street and one location on Village Green Circle. The requested length of the closure – 10 days – is based on the required design specifications from the manufacturer. ATH2026-058: Paul Osburn, Interim Public Works Director, stated that this contract modification is based on a request to add six additional city roads to be milled and overlayed due to additional funds acquired from FY 2026 LMIG supplemental funding from GDOT. While C.W. Matthews was previously awarded RFQ-26-014 they are still currently the city’s paving contractor. It will be beneficial to utilize their contract pricing to perform the additional work. The previous contract amount was $4,094,504.67 the additional amount is $966,769.78 to bring the new total in an amount not to exceed $5,061,274.45. CNV2026-005: Paul Osburn, Interim Public Works Director, stated this is based on a citizen request that has a segment of land behind their property located at 1565 Roswell Street SE. The property owner has requested the City of Smyrna deed ownership of that segment to the individual owner since the city has no use or plans of utilization for the old alley way segment. PH2026-021: Paul Osburn, Interim Public Works Director, explained that he has not received everything needed to move forward with this yet, and if he does not receive those documents tomorrow, this will be removed from the agenda. This allows for use of towers to be able to use the new water meters reading system. More information will be provided later.

A. Max Bacon City Hall ADMIN CONFERENCE ROOM 2800 King Street Smyrna, Ga. 30080 City Attorney Scott Cochran City Administrator Mike L. Jones Deputy City Administrator / CFO Kristin Robinson City Clerk Heather K. Peacon-Corn April 20, 2026 / 6:30 PM ATH2026-055: Kristin Robinson, Deputy City Administrator / CFO, provided the following background: HB 581, also known as the "Save Our Homes Act" in Georgia, was approved and signed into law during the 2024 Regular Session and is a bill that aimed to provide property tax relief to homeowners by implementing a statewide homestead exemption. The City opted out of HB 581 because the City’s current floating homestead exemption was more advantageous to the taxpayer. All required hearings were held in 2025 and the opt out was filed by the deadline. A provision of this bill was that the local governments had to provide an estimated rollback rate to the County Tax Commissioner to be placed on tax assessment notices. Finance and Administration, in consultation with legal, provided the anticipated millage rate of 8.99 mills to the County to be included on assessment notices. During the 2025 Regular Session, HB 92 made several modifications to the previously HB 581 to clarify several key areas. One of those was to require a formal vote by the governing authority to certify the Estimated Rollback Rate for the tax assessment notices. This item will provide the formal certification as required. ATH2026-049: Kristin Robinson, Deputy City Administrator / CFO, provided the following background: The City maintains property and liability insurance with an annual coverage period of May 1, 2026– April 30, 2027. Rates are based on a look back of past claims, losses, and liability exposure. For the 2026-2027 renewal, we are recommending removing Auto Property Damage (Comp/Collision) from autos except those that are 2016 or newer or with a cost new value of $50,000 or greater. Additionally, we are recommending applying a $5,000 deductible to all auto property damage. Rather than the current deductible structure of $2,500 for regular units and $5,000 for emergency units. These changes result in estimated savings of roughly $42,000 compared to the expiring term. This proposal also includes Umbrella coverage for $1,000,000. Some contracts require the City to maintain these excess limits for the agreement to remain valid. Staff recommends approval to renew the property liability insurance with Traveler’s Insurance, Cyber Liability with Corvus, Drone Liability with Global Aerospace, and Inmate Medical Liability with Sirius America, with Oakbridge/Saville as the brokers of record in the amount of $1,332,564.64 and authorize the Mayor to sign and execute all related documents.

Mayor and Council Meeting

My coworker [snorts] Well, that's good. I think we got the new business. I don't know. You know, they're utility. I had to ask. Yes. All right, welcome everybody. Everybody, uh, thank you for being here tonight for our, uh, meeting of the mayor and council. Um, we have with us tonight, Pastor Matt Conn with Waterstone Church, 1464 Spring Street. Um, he's going to lead us in the invocation and pledge. Everybody, please rise. Thank you, Mr. Mayor. It's an honor to be here with all of you tonight. Let's pray. Father, we thank you that you have provided the the air that we breathe and this beautiful city that we live in. Lord, you call us to live here, to make it our homes, to enjoy it, and to love it. And I thank you for how this council and the Smyrna City staff do that so incredibly well. Lord, I pray for them and specifically if there's anything going on with their health. Lord, I ask that you'd intercede and you'd comfort them, that you'd provide the resources that they need to take care of it. And ultimately just that you would heal them. I pray that for everybody who's here and everybody who's not, but who still serves and works with the city as well. And I pray that you would not just do that for their bodies, but you would do that for their hearts and for their minds and for their souls, too. Lord, we know in our city and in this day and age, there's a lot of changes that are going on. There's people who are coming and there's businesses that are coming and unfortunately there's people and there's businesses that are leaving as well. We celebrate together. We grieve together. We do all things together here in Smyrna because our desire is to live well connected. And we thank you that you connect us.

Would you help this council? would you help this city and all of its staff and leaders lead with wisdom and grace. We know that we can pray this to you now and we know that we are heard because of your son. And it is in his name that we pray. Amen. Would you please join me in the pledge? I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you, pastor, for being with us tonight. Appreciate you. Uh we do have one agenda change we're going to knock out real quick. We're adding um this is item A. We're adding uh 26 2026-179 as item B under formal business for certification of the estimated roll back rate for the 2026 property tax assessment notices. Uh this is it'll be for a a millage rate of 8.99 which we've had for the last almost 20 years. So I need a motion to add that to the agenda please. Uh I have a motion by Mr. Lenny. Do I have a second? Second by Mr. Pickkins. I should note that uh Miss Hines, Councilwoman Hines is joining us remotely this evening. Um so we have a motion and a second. Everybody for um adding this to the agenda, please vote. And Miss Hines, are you okay with adding this to the agenda? Yes. Uh, mayor, I vote in the affirmative for it. All right, so that's added unanimously. Thank you. Uh, next we've got the mayoral report. Um, I want to thank the Smyrna Little League for an awesome uh fundraiser night on Saturday. Uh, I don't know how many people were at StillFire Brewery upstairs, but it was almost as much as it could handle.

What this search can tell you

Coverage is incomplete. This collection tracks 118 meetings. 39 have searchable transcripts and 72 have searchable minutes; a meeting may have both. 10 currently have neither. A missing passage is not evidence that a topic was never discussed.

Speech and summaries stay distinct. Transcript passages preserve the available transcript text. Minutes are labeled as summaries, not spoken quotations. Speaker identities are shown only where the source or documented attribution supports them; an unattributed speaker remains unattributed.

Relevance does not establish a connection. Topic search uses meaning and words to help you locate passages. Read adjacent passages, follow the source and inspect any agenda context before drawing a conclusion about an official’s position or a decision.
