A. ORD2026-004 ORD2026-004 for a Code Amendment to Chapter 22 - Businesses, Article VIII, of the Smyrna Code of Ordinances, Mobile Food Vendors, Section 22-300 regarding the requirements for processing applications for Mobile Food Vendors licenses and appeals for application denials and Section 22-303 regarding suspension and revocation of Mobile Food Vendors licenses and authorize the Mayor to sign and execute all related documents. Citywide Councilmember Wilkinson mentioned that the ordinance meets the requirements as they were when it was originally passed, but there are some conditions that are not being enforced. One condition is that food trucks are supposed to be temporary and removed. Scott Cochran, City Attorney, stated that this is an enforcement issue. He wanted to clean up this ordinance so that any business that gets a license in Smyrna, all are subject to the same vehicle for denial, suspension, and appeals are the same – the process is standardized.

B. COW2026-026 Personnel Discussion – Carol Sicard Carol Sicard, Human Resources Director, explained that In December 2019, twelve employees reached the maximum of their designated pay ranges. At that time, the Council authorized “top-out bonuses” equal to the amount exceeding the pay range maximum, distributed quarterly. These payments were issued in March, July, and October 2020, and January 2021, after which they were discontinued. Following completion of the UGA Class & Compensation Study, it was confirmed that employees who reach the maximum of their pay range—regardless of pay plan adjustments—are considered topped out. This practice has been consistently applied since that determination. As with previous payments, top-out bonuses are subject to Social Security, Medicare, and federal and state taxes at the supplemental rate. They are excluded from retirement contributions and are not included in final average earnings used in retirement benefit calculations.

LIC2026-006 – Councilmember Wilkinson questioned if this location infringed on the 300 feet minimum from a residential area. Scott Cochran, City Attorney, reminded all that Community Development and the Police Department signed off on this, so they would have determined if distance requirements were met, but he said he will look into this. CON2026-007 – Councilmember Welch stated that he does not think the city should continue to invest in street murals/paintings because they will not last, and the paint that will last is paint artists do not like to work with. Councilmember Oglesby said that the Art Committee has decided to rotate out the artwork so that it is new every 12 months. ATH2026-043 – Councilmember Lindley asked about sidewalks in that area and the possibility of continuing them.

We had a adaptive power soccer tournament at our community center this weekend on Saturday. Had five teams of five who competed uh in wheelchairs and played soccer. and I was there and spoke and watched and it's the first thing I've ever seen like that here. Um, and I'm looking forward to making that an annual tradition in our city as well. We've got our St. Patrick's Day stuff happening all weekend and and it sadly it's going to be so cold. When I left my house this morning, it was 60° and when I walked into this building, it feels like it's in the 20s. So, I know that that's going to keep some people away, but Atkins Park and Zuka and everybody down here did a great job this weekend, and we've got those events continuing through tomorrow. Uh, and then I wanted to mention this Thursday in the community center from 4 to 7:00 p.m. is a public input session on our South Cobb Drive redevelopment. As a reminder, that's redevelopment from Concord Road to Wendy Hill. And there'll be representatives from the Department of Transportation and I think from the county and other entities uh there to get your feedback and tell you a little bit more about what what our plans are. Uh and and really y'all help us get it right. I want I want to make it sure that it's what y'all want. So that that'll conclude my mayoral report. I do have a special group here with us and we're going to continue what we've started uh this term in recognizing um our outstanding student athletes. Uh we have

Uh I appreciate your time uh this evening to recognize these young athletes. Uh I had a speech, but I threw it in the trash because it was too long. So, I'm just going to wing it um to take up not too much of your time. So, last year or the last time I was in front of you was two years ago. At that time, we were uh recognizing Il Stellar Rosa being the first uh Spartans wrestling club state champ. uh the first wrestling champion period in this area for Smyrna uh and for our club. Uh since then last summer, Ilas uh and Hina both wrestled in the freestyle and Greco season that is the Olympic style wrestling that you see at the Olympics. um they both were chosen by coaches throughout the entire state to represent the national team and they both represented the national team um at essentially the highest level they can go to for their age and their weight. So they represented this wrestling club, they represented the state and they represented Smyrna very well. So I just want to acknowledge them for being selected and [applause] wrestling at the national level. to talk a little bit real quickly about the the state qualifiers. So, wrestling is the youth wrestling is not like high school wrestling. There's no divisions and regions and breaks and AAA, you know, quad A. It's anybody who lives in the state of Georgia and everybody. So, understand how big our state is and how many kids wrestle. You have to qualify just to make it to the big show. There's one qualifier that's held to get there. There's four tournaments that happen on the exact same day. You cannot bounce from one to one. You have to pick one and go.

What this search can tell you
Coverage is incomplete. This collection tracks 118 meetings. 39 have searchable transcripts and 72 have searchable minutes; a meeting may have both. 10 currently have neither. A missing passage is not evidence that a topic was never discussed.
Speech and summaries stay distinct. Transcript passages preserve the available transcript text. Minutes are labeled as summaries, not spoken quotations. Speaker identities are shown only where the source or documented attribution supports them; an unattributed speaker remains unattributed.
Relevance does not establish a connection. Topic search uses meaning and words to help you locate passages. Read adjacent passages, follow the source and inspect any agenda context before drawing a conclusion about an official’s position or a decision.
