Well, both Connor and Tetsu were their tournament champions for their qualifier, allowing them to get to the state championship where they just by winning their qualifier, they are the top 16 kids in the state of Georgia. [applause] Now, with that being said, as well, Jackson also had to go through the qualifier. He pinned everybody in almost the first period, I think. Blew everybody out. It was It was ridiculous. Okay. Went to the state, fought through, made it to the finals. He is the number two kid in the entire state of Georgia at his age and weight. And I think that that is remarkable that he represented us that well. [applause] So in front of you, you have a state champion, a state champion, two qualifiers, another runner up, all wrestling out of Smyrna, Georgia. At one point, nobody knew what wrestling was in this in this city. And now we've grown to the point where we have to stop registration. We have so many kids involved. Which leads me to my next point. It might be time to build a wrestling center. [laughter] I'm going to trans I'm going to transition to coach Armacita for the high school. Um so this year at the high school we had a really special year. We had a huge group of seniors um that are going to be irreplaceable. And so uh I mean our girls team won pretty much everything we entered every tournament we went entered. Um and then we actually made it to the Elite 8 for the state duels. Um and were able to come up fifth or sixth. Um, we had an amazing team and they were both kind of le uh our men's team was led by Colton Cranford. Okay. He's been a captain for three years. Uh, and he finished his entire wrestling season with 122 wins in his career.

[applause] Uh, but you alluded to them being student athletes and that's something I always say to them is that they are students first, athletes second. So, uh, Colton also finished is going to be graduating with a 4.268 GPA and headed to Clemson in the fall. [applause] What was that GPA again? 4.268. I mean, my usual joke is that I couldn't even count that high. No, I can't either. Yeah. Um, and then BK Bass also I think three-year captain. I can't. Yeah, three years as team captain. She had she is a four-time state qualifier. She finished her season or finished her career with 103 wins and uh she finished her season out or her career out with a USA wrestling state championship uh just two weeks ago, three weeks ago. Um and both of those kids are irreplaceable and uh they've helped to build the foundation here for Campbell wrestling and we're really proud of them. [applause] One more about BK BK's accolades. She's the wrestling. She's a product of the wrestling club and she's our very first girls state placer as well. [applause] But y'all, I have uh I have mayor's coins with me that I don't give out very often. I I give them out to those that excel in our community. And I'm going to come down and give you all each one. and then I'd love to get get a photo with y'all. Okay, one small addition, pardon me. Uh BK Bass is finishing her high school career with a 4.786 GPA and headed to UG in the fall. My fault. My fault. My fault. [applause] 4.786. Sure, happy to. Why don't you come stand in front of they'll get on either side of you? Come on y'all. I'm gonna move that. We need more on this side. Come here. Come right up here. There you go. Yeah, you can do whatever you want to do.

That's good. Now the parent It ain't the last one. You got people behind you taking I know what kind of commitment it takes to be as good as y'all are. Thank you all. Congratulations. [applause] Thank you. This is a time where we say congratulations and you don't you can stay but you don't have to. So Oh, look at them all getting up quick. [applause] All right, we're going to move on now to uh uh the rest of our agenda. We've got community development items. I think we've got three. Uh item A, Z26-100 plat approval allow subdivision of two lots into three lots for three single family homes within the R15 zoning district, 1.88 88 acres, land lot 485. This is 3278 and 3288 King Springs Road. This is PM Builders. Joey, good evening. Joey Stabs, planner 2. Um, the applicant is PM Builders. This was heard by the Planning and Zoning Commission with a recommendation of 60 to approve. The subject properties are 3278 and 3288 King Springs Road. Uh it's a little under two acres. It's two single family lots with two single family homes. The proposed uses to do three single family lots with three single family homes. This was approved in 2020 for four lots with a setback variance of five foot and a lot width variance of 50 foot. those are carrying over to this flat approval. Um the main thing the main difference in this and the three lot is this had a shared driveway with rear entry garages. The three lot um the configuration has three separate driveways with side entry garages and the lot widths are 70 ft each pictures of the homes on the subject properties some adjacent properties and we're re recommending approval to retain the R15 zoning district for three lots with the minimum lot width of 70 ft and to repair right of way where needed and install sidewalk on King Springs. I'll be happy to answer any questions. Thank you, Joey. Any questions?

This is a public hearing. Variance request allow subdivision of one lot into two lots with a lot width variance 89 acres land lot 632 this is 2773 Mildred Place Michael Halt Joey tell us about this please good evening this is a plat approval with lot width variance planning and zoning recommended approval 6 property is a little under one acre it has a single family home on property now and the proposal is to subdivide that for two lots keeping the exist existing home and building a new home. It will have all the R15 setbacks and then a lot width variance on lot two from 85 ft to 75 ft. the above lot that where the existing home is is about 122 feet in width, but the um the lot width variance is needed to keep the driveway on the the property where it already has the home. The new home will have a side entry garage with its own separate driveway and again the lot with variance to 75 ft. This is the subject property and some adjacent properties. We're recommending approval of the two lot subdivision in the R15 zoning district with the lot width reduction and then compliance with the preliminary plat submitted. Happy to answer any questions. Any questions? Thank you, Joey. Um, I'd like to invite the applicant up now. Hello, sir. How you doing? Get sworn in. We got to make this official. Yes, I do. If you'll introduce yourself and name and address for the record and tell us anything you think we need to know. Uh, yes. Good evening, U, mayor and council members. Um, my name is Todd Mtos. Um, I'm actually here on behalf of my father-in-law, Mr. Hull, um, who's going to be building this, um, house for me and my wife and two little boys. Um, awesome. Uh, three-story home. Um, I think that's pretty much it.

You know, pretty much, you know, it's going to be nice. I know that. [laughter] So, so it should be good for the neighborhood. Uh, and and I I didn't know when I saw Michael Hall, I didn't know that you were going to be the one coming up. Todd's son and my son have played baseball um several several years, not not of last in the last few, but he's a great ball. So, so I invite the council to please grill Todd at at will here with any questions that y'all have. Uh, I don't see any questions. Thank you for coming up. Okay. Thank you. Appreciate it. This is a public hearing. I'd invite anybody who wants to speak for or against this item to come up and be sworn in now by our city administrator or by our city attorney. You don't get to swear anybody in, but he does. All right. Um, seeing nobody, we'll close the public hearing and I will entertain a motion. This is in ward two. Yes, mayor. And, uh, I'm sure that your, uh, father-in-law will make sure that it's a very nice house. Indeed. [laughter] And but with that being said, um I would make a motion to uh approve. Have a motion to pass. I'm assigned second by Mr. Lindley. Everyone, please vote. And that's approved. 70. Congratulations. You don't have to stay either, but you can, but you don't have to. [laughter]

All right. Uh item C. This is uh Z25-015. This is a continuation of zoning amendment request to modify the site plan elevations and zoning conditions of Z21-014. Land lot 751 and 752 6.9 acres 4941 4999 and 5041 South Cobb Drive 4960 4970 4980 and 5000 Oakdale Road Harris Smyrna LLC um we did a public hearing extensive discussion of this last I guess it was a month ago two meetings ago and at that meeting. What I asked for was a traffic study. There had been no traffic study done. We have that now. And Mr. Jones, would you like to comment or or staff, however you'all want to do it, but uh on some of the findings and Yes, sir. Mayor, um at [clears throat] your request, the developer uh hired a company called Kimley Horn, very very well known with this type of work. Um they did the traffic pattern assessment for the battery familiar with the firm. Uh and they looked at this from two different two different ways. Uh one of them they looked at was no development of the site versus the site being developed. They looked at it present conditions and then what it would look like 10 years from now in 2037. And the net result of that, as we went over it last Thursday with the presentation of the traffic report, was about an 8sec additional 8-second delay. South Cop Drive is already failing. It's a it's a it's a system um problem that we have on South Cop Drive. Uh but um this would add about 8 seconds of delay there. Uh, one of the the things that were looked at uh during between the last time this was brought forward and and what we have in front of you tonight is there was a full access onto Oakdale Road. And that full access has been removed from the plan.

And the plan that you currently have reflects uh that's been replaced with a ride in ride out. And that right in has a right turn storage of about 150 feet plus another 100 feet or so of taper to provide additional stacking. Um, and I mentioned that it was looked at two different ways. Well, the property is already zoned and it's currently zoned for about 20,000 square feet of commercial and 163 multifamily housing units. So the other way they looked at this was they did what's called a trip generation comparison. How many trips would that development generate versus what is currently being proposed? And what is currently being proposed is reducing the family housing units from 163 to 45 and reducing the square footage on the commercial from 20,000 to 5,000. Now, that's not apples to apples because the trips generated from the 20,000 square feet of commercial as it's zoned is not quite as intense as what would be permitted under this proposed plan. But the net of those two is a reduction of about 164 trips a year between what is currently allowed that zoned versus what is being proposed. So, it would change about a 12% reduction based on what you could do versus what they're proposing to do. So, that in a nutshell is the um the summary of what was presented last Thursday. Thank you, Mr. Jones. Um, council, you have heard extensive testimony from residents. You heard from the applicant. You now have the results of the of the traffic study. Um, I'd open it up to y'all for any questions that you have of our staff or any comments that you'd like to make. Uh, now this is in ward seven. Mr. Oglesby. Yeah. Thank you, Mr. Mayor. Uh, first of all, I want to thank everyone that has come today and and obviously uh exercising their rights as citizens to display their uh their disregard and obviously want for us to deny this this uh motion.

I will say that I did reach out to Chick-fil-A. I know that there were some concerns about the right turn onto Odell and they have said that they're looking to that. I'm not sure if they'll work, not sure if it's going to make things better in that area. As I see the administrator mentioned the uh the proposed road has been closed off now. That's no longer part of the plan. That was news to me today. So, it's good to hear that. Uh South Cobb is a it's a little bit of a spaghetti junction. We know that. Uh, and we're all working hard with Cobb County and the state figure out ways to make it better and hopefully we will in the future. With that, I yield back. Mayor, um, and thank you everybody for being here. Uh, you definitely alerted us to some issues that maybe we hadn't really thought about as much. And so, I'm happy we got the traffic study because that's definitely a concern for me. um what we've learned and thank you so much uh Mr. Jones for talking about it, which is something that has been an ongoing thing that I've kind of we already know South Cobb is an issue. Um that's that goes uh without saying and then to see the report giving even more um illumination to that issue. Um I I we don't have the ability to take care of some part of that issue which is um understandable. That's something under the county. Um, what I would ask and going back to Mr. Martin if I could ask this question again so I can make sure I understand this correctly. Those issues with regard to South Cobb and some parts of uh of that I guess is also DOT as in the state or whatever.

Um, even if we were to even if we were to go forward or even agree or or approve, there's still another level. Is that correct? Yep. Yes, ma'am. For South Cobb Drive, it is a state DOT right away. So before any permits can be issued on site, they have to go through a formal review and approval with state DOT for their access points on South Cobb Drive. And I want to make sure I understand [clears throat] this correctly as well. Um because I've gone over this several times. We don't legally have the power to deal with the South Cob issue. Is that correct? like we don't approve like that portion that deals with the county is the county. Do you understand I'm asking? Yes, [clears throat] we with respect to the access to the site, G do is going to take care of that. If there are signal phasing or anything else like that, we do have some control over that to fix those issues if we need to. Um but wi with respect to access to the site and the improvements to the site that are along uh South Cobb Drive, that is a state DOT approved review um that they could be working that they'd have to go through that process with them. Okay. Thank you. [clears throat] Any other questions or comments? Council, Mr. Gold. Uh thanks, Mr. Mayor. Um, just to reiterate uh what other folks said is really appreciate you all coming out and the passion you display to to advocate for your point point of view and the information you share. So, it's it's much appreciated uh for you all being here tonight. Um, just a couple thoughts is um you know, you all deal with this every day, so um you know, I understand where you're coming from.

What this search can tell you

Coverage is incomplete. This collection tracks 118 meetings. 39 have searchable transcripts and 72 have searchable minutes; a meeting may have both. 10 currently have neither. A missing passage is not evidence that a topic was never discussed.

Speech and summaries stay distinct. Transcript passages preserve the available transcript text. Minutes are labeled as summaries, not spoken quotations. Speaker identities are shown only where the source or documented attribution supports them; an unattributed speaker remains unattributed.

Relevance does not establish a connection. Topic search uses meaning and words to help you locate passages. Read adjacent passages, follow the source and inspect any agenda context before drawing a conclusion about an official’s position or a decision.
