um is um I'm I'm appreciative of the reduction of the residential side to town homes uh from 163 down to 45 units. That's a much less intense uh portion with a with a public street connecting Oakdale to South Cobb Drive. I think that could pose a benefit in some form. Uh Chick-fil-A is is an intense use and uh so it's a balance. It's a tough decision for us and uh just want to though appreciate you all uh sharing your points points of view. Thank you, Mr. Mayor. I just want to make one last comment. I think way before my time here on this council, uh the owners of the land did promise that there not be a drive-thru here and and I think it and I'm not if I'm not sure, did the council vote on that to agree to those terms? Yes. Okay. So, I am compelled to stand with that vote here today. You back, Mr. Mayor. There's no other comments from the council. I'll entertain a motion. If you we we've heard if there's no other if there's no other discussion, this is not a public hearing. We we had that already. So if there if there are other there is no point of order. This is this is um we have we have finished our discussion and if uh if it what is the will of this council? [snorts] I'll entertain a motion. I have a motion due pass. Do I have a second? Second. Second by Mr. Gold. Uh, all those in favor, please vote. Has everyone voted? Got a technical difficulty. Bear with us just one second. How long does that take or can we do by hand? That's it. You want to do everybody by hand? Is that the way we All right. All those We're going to vote by hand because she's having issue. All those uh in favor of this, raise your hand. One, two, three, four. All those opposed. One, two, three. Um, the measure passes four to three with Councilman Oglesby, Councilman Wilkinson, Councilwoman Wilkinson, and Councilwoman Hines voting in the negative.

several ABC. We have several items on formal business tonight. Uh item A uh this is an agreement 2026-00009 authorizing the city of Smyrna to continue as a subreient of the Cobb County Community Development Block Grant CDBG program u in 2026 to receive the grant amount of $219,855.38 for the public facility projects and administration and planning and authorize the mayor to sign and execute the 2026 subreient agreement. documents. Mr. Jones, this is something we do every year with these and I'm guessing this isn't too much different. Yes, sir. This is this is every year. So, the dollar amount that you read is what's called a 70% aotment. There'll be a true up in the next 60 days and this is for the authorization for CD26- C26SA-f and CD26- C26S8F. Um and uh as stated, the man will be subject to change after the HUD HUD releases funds to Cob County. A total amount of $219,855.38 for public facility projects and administration and planning. Thank you, Mr. Jones. Any questions or comments from council? Do we need to do another Do we need another vote by hand while we're dealing with that? All right. May I have a motion? imagine. Uh u but we really appreciate once again uh your time commitment and willingness to learn more about how our city works. All right, we're going to move on to item B. This is dealing with our um bus stop contract and a continuation of that. This is authorizing us to approve Georgia P's request to install three power services to these three Cobblink stops for digital advertising signs at each of the following stops. 2750 Cobb Parkway, 2390 South Cobb Drive, and 3001 South Cobb Drive and authorize the mayor to sign and execute all documents. These are the the nice bus stops like you see right there on Spring Road and South Cobb Drive with the city seal in the back. This is a continuation of that. I think this is just allowing Georgia Power to to to connect the power to them, right? Yes. It's just continuation of an existing contractual agreement we have with Plain View Outdoor Advertising. And as we discussed, you know, one of the benefits of this this project is it keeps the COB link stops maintained at no cost to the city. This is AC all across the city and different wards. Is there uh any discussion or any questions? All right, I'll entertain a motion. Move move to pass by Mr. Lindley, second by Mr. Welch. Are we back online? We got everything now. All right, everybody, please vote.

This is a proven a contract with Net Planner um to remove, replace, and upgrade building access controls for Smyrna City Hall, the library, and the community center, and to upgrade all the existing door access control panels at all city facilities, including city parks at a total cost of $291,832.35 funded by the 2022 SPLS facility improvements line item. Mr. Jones, any other background, please? Yes, sir. This is a request from the IT department. It's a request only they understand. Um but uh we understand this is a project that's needed to replace current and failing building access controls. Those systems have met the end of their useful life. Uh the security systems outdated and it prevents it from managing and integrating the necessary updates and those replacement parts to repair those panels are no longer available. Um both IT, public works and finance recommend approval of the contract with net planner in the amount of $291,832.35 and it's to be funded from the 22 SPL facility improvement line item. Any questions from council or comments? All right. Um I'll entertain a motion. Move approval by Mr. Gould, second by Miss Hines. Everybody, please vote.

into a 50-year lease with the school district. And so, this is the next step of that process, which is authorizing uh to approve a professional engineering services proposal from Croy Engineering. in the amount of $58,116 to be paid from general fund reserves to provide civil engineering, landscape, architectural, and architectural professional services for the full design, permitting, and building of the proposed Campbell Middle School athletic complex project and authorize mayor to sign and execute all related documents and just and I'm going to do a little of my own background. So, this this is something we've been working on for quite some time. time any of youall that have been over to Campbell Middle School that that grass that's the old Campbell High School and that really all that's been going on over there is the grass has been cut for the last I don't know how many years right tennis courts are in in a little bit of disrepair the track is functional but uh concrete and um the the the fields have some dips in them and it's just it's time to put some love into that. So, this council, we've made this a priority and um the the high level concept design moves the track over near the school, an eight lane track with a multi-use field in the middle, a multi-use field next to it, a baseball field, and what I'm one of the things I'm most excited about is an adapted baseball field, an adaptive playground, which is something really needed in this community. Um, it'll have uh tennis pickleball courts and I think eventually tennis courts and some concessions and u bathroom and just going to be an awesome new addition. So, this is the first step of that. And if you have any more background, you can go for it, but I'll read the procedural stuff anyway.

So the uh the contractors with core engineering they will take the this this this portion of the contract uh will take us through uh design bidding and award to uh to a general contractor to do the work. Um it also includes proposals for hardscape and landscape design services with a company called foresight which will be their sub and also architectural design services with CDH partners. So, all that is included under the CROY contract, an amount of $58,116. Any questions or comments from council? Mayor, I just want to say thank you so much for bringing that to our attention. Um, your dedication to the kids of this city is is commendable and just to be able to know that we're doing something that is a legacy for the children is amazing. and I look forward to uh being there for a groundbreaking. So, thank you so much so much for that. So, that's my comment. In the meantime, we invite you to come over to any of the Friday Night Lights or soccer stuff going on over there. The Friday Night Lights is a great community event. Hundreds of kids out there in the spring now, but in the fall in particular, and we'll have time, we'll have one more season at least before we get started on all this, I'm sure. And Mr. Major, if I could um to build on what Miss Hines said too, just really the creativity and leadership to make that happen with the with the district, right? I mean, just it's a partnership and something we've been talking about for a long time, but with with Scott and yourself making that happen, it's really it's remarkable. Really is. It's great. And then, hey, we're going to have we'll probably have the only city-owned track in definitely in the county, if not uh not a bigger deal.

Mr. Oglesby had something to do with that. You want to say anything, Mr. Oglesby? Yeah, obviously. Uh I am really excited that the city along with the leadership of our mayor have decided to recognize our youth track uh athletes here in the city of Smyrna. We have some awesome athletes and now they'll have a permanent track to practice on and develop their skills. Uh we're excited. Uh this is good. This is good for the region also. I yield back. And it won't be just be for youth. I think there's a a walking trail and there's it's for we're trying to do things that are for everybody, all age groups, all everything. So, I'm um Anybody else? All right. Uh item D. I'll entertain a motion. Motion do pass by Mr. Pickkins. Second by I don't know who got it. I don't know who got it. We're gonna go with Mr. We're gonna go with Mr. Oglesby. I think everybody wanted a second. Uh and everybody please vote. And that's approved. 70. I'm excited to get that going. All right. Item E. U.

What this search can tell you

Coverage is incomplete. This collection tracks 118 meetings. 39 have searchable transcripts and 72 have searchable minutes; a meeting may have both. 10 currently have neither. A missing passage is not evidence that a topic was never discussed.

Speech and summaries stay distinct. Transcript passages preserve the available transcript text. Minutes are labeled as summaries, not spoken quotations. Speaker identities are shown only where the source or documented attribution supports them; an unattributed speaker remains unattributed.

Relevance does not establish a connection. Topic search uses meaning and words to help you locate passages. Read adjacent passages, follow the source and inspect any agenda context before drawing a conclusion about an official’s position or a decision.
