A. COW2026-017 Review of the March 2, 2026 Mayor and Council Meeting Agenda ATH2026-026: Kristin Robinson, Deputy City Administrator / CFO, provided the following background: • Parks and Recreation has requested weather monitoring/alerting equipment to be installed at River Line Park and Jonquil Park to provide safely for patrons of those parks. This was not included in the FY 2026 Adopted budget, so we need to amend the Parks Maintenance departmental budget to cover the equipment and related implementation costs ($26,650) and the annual fee ($2500/site, total $5,000). • Council approved the use of a new software platform at a previous meeting. We need to amend the Parks Admin departmental budget for the implementation costs associated with that switch. • We have contractual obligations related to a former employee that were not included in the adopted budget. We need to amend the Administration and General Government Allocations departmental budget to cover expenses, contractual salary, and benefit amounts. • On the February 2, 2026 agenda, Council approved phase 1 of a new meter project. We are requesting to move existing meter and dial replacement available budget to this new project to show all the costs in one project rather than three different ones. • We need to amend the project length budgets for the 2016 SPLOST fund budgets to true up LTD balances on both revenue and expenditure accounts. AGR2026-003: Paul Osburn, Interim Public Works Director, stated this is a request based on a need after a review of the safety of the pedestrian access located at the Hawthorne Avenue at Atlanta Road railroad crossing. It has been identified that there are some valid concerns that need to be evaluated and addressed. We have also received numerous citizen complaints and concerns about the pedestrian safety at this location. This project will be performed in 2 phases: the initial phase is design and then a construction phase will follow. Both phases of the project will be funded out of 2022 SPLOST – Traffic Calming line item.

What this search can tell you

Coverage is incomplete. This collection tracks 118 meetings. 39 have searchable transcripts and 72 have searchable minutes; a meeting may have both. 10 currently have neither. A missing passage is not evidence that a topic was never discussed.

Speech and summaries stay distinct. Transcript passages preserve the available transcript text. Minutes are labeled as summaries, not spoken quotations. Speaker identities are shown only where the source or documented attribution supports them; an unattributed speaker remains unattributed.

Relevance does not establish a connection. Topic search uses meaning and words to help you locate passages. Read adjacent passages, follow the source and inspect any agenda context before drawing a conclusion about an official’s position or a decision.
