B. COW2026-002 Preliminary discussion regarding request to add a Fallen Officer’s Memorial at the PD (at Officer Ewing’s widow’s request) Deputy Chief Binicewicz presented information about a Fallen Officers’ Memorial brought forward by Officer Christopher Ewing’s mother. She had asked the police department about a memorial for fallen officers to be placed at or near the police station or in the lobby in honor of her son. Discussion took place about what it could look like, where it could be placed, and that it would be for all fallen Smyrna officers. It is estimated that it could cost approximately $25k-$30k. The police department is not ready to move forward yet, but they will bring it before mayor and council when it is ready.

A. COW2026-003 Review of the January 12, 2026 Mayor and Council Meeting Agenda AGR2026-001: Kirstin Robinson, Deputy City Administrator/CFO, explained that this is a software platform with mobile capabilities and other features like credit card payments and such that Parks & Rec is looking for. This will be phased in as the current software is phased out. ATH2026-001: Mike L. Jones, City Administrator, explained that the Smyrna water system is a distribution system. The management the city had was overkill. They will move Water & Sewer back under Public Works. Paul Osburn, Deputy Public Works Director, stated that there has not been a need for a Water & Sewer Director. (Mayor Derek Norton arrived.) Mr. Osburn believes that a Construction Project Manager and Construction Inspector would be more useful for city-related projects. RFQ26-014: Paul Osburn stated this is to award C.W. Matthews Contracting to resurface 10 full miles, or 20 lane miles. Smyrna maintains 176 miles of streets. RFP26-012: Paul Osburn explained that this is to award commercial sanitation and recycling services to Georgia Waste Systems (Waste Management). Kristin Robinson stated that there have been issues in Water & Sewer. She, Mr. Jones, and Mr. Osburn have been in communication about updating meters and other mechanics to better serve water customers as it will accurately read meters, be a more simplified process for reading meters, and be in more real time to be able to turn water on and off remotely. This project will take place over a three-year period. BCA2026-001: With the passing of Public Works Director and alternate License and Variance Board member Eric Randall, Deputy Fire Chief Dustin Davey and Special Projects Manager Carson Haynie have agreed to serve as alternates on the License and Variance Board. They will join Chairperson Mike L Jones, Vice-Chair Richard Garland, permanent Board Member Andrea Worthy, alternate Board Member Eric Mohrmann, and alternate Board Member Mary Moore.

6. Other Business / Staff Comment Mayor Derek Norton discussed the Jonquil sculpture that will be placed in front of Zucca. He stated that Robert Harrison, who serves on the Public Art Committee, approached Mayor Norton about funding the ARTery. Mayor Norton requested of the Council that they fund the ARTery in the amount of $100,000.00 in order to continue the public art to come from the General Fund. Councilmember Welch asked if there is an agenda or plan going forward, and will there be any oversight from Council. Mr. Harrison stated they do have a preliminary plan, and the Council will have oversight after it goes through the Public Art Committee. Another topic Mayor Norton mentioned is moving Food Truck Tuesday. Initially, thoughts were to move it from Brawner Hall to downtown. But that was not amenable because of construction issues and parking. Parking was discussed at Brawner Hall. Pastor Pennington told Mayor Norton that January 25, 2026 is the groundbreaking for the new church construction. Mike L. Jones spoke about a meeting they had with Croy Engineering and S. Cobb Dr. The pressing issue is a public information component. GDOT says there has to be one public meeting within close proximity of the project. There has to be public input. The meeting cannot take place until GDOT approves the plan to hold the public input meeting. It will be at the Smyrna Community Center. This step should have been done six months ago. This is the first of many steps to get the funds by October 2027. Councilmember Hines mentioned the Black History Month celebration. The Women of Achievement Honorees were announced, including Laura Norton and Kathy Young. Guide our discussions towards decisions that promote justice, safety, and the care of everyone in this community we hold so dearly, especially the vulnerable. Help us to see beyond our differences, to listen with open hearts and open minds, acting with courage and conviction, reflecting the light and hope of the world in all of our efforts. May our gathering tonight be a testament to your guidance and a blessing to our city. Amen. Amen. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you for being here. Always appreciate you. Um, we're going to move on now. We don't have any agenda changes. Uh the mayoral report, we have a couple of items. I just want to say thank you to everybody for coming out for the um coming home for the holidays. I don't know uh I don't know if we've ever had that many people and it was so cold uh to to welcome Santa to our town and uh all of the all of the um school groups singing on the city hall steps and the market. It just felt like a a nice small town moment and a really special thing for our city. So, I appreciate that a lot. And I want to say a special thank you this time of year. Y'all have heard me talk about support Smyrna before. That's the hyper local nonprofit that helps the most vulnerable in our community. Every year we do or this is the second year we've done this gift a family program in coordination with some local uh hunt home team uh local group and last year we were able to help 197 children have Christmas. These are from all of our local schools that wouldn't have had a Christmas otherwise.

Uh and this year we're up over 360ome and most of those uh were adopted by local families. And what what that means is that those families um took it upon themselves to order the gifts, wrap the gifts and get those. Just super excited about it and I want to say thank you to this community for stepping up in a huge way like we always do to help out those um those less fortunate than us. I don't have anything else on the mayoral report except important I have to do and that is introduce formerly our mayor of the day Jackson Carile and he's here we we've got um Scott and Kirsten Carile are here in the audience his parents they're no strangers to Smyrna they once lived on Bank Street before a momentary lapse of judgment and moved down South Georgia but they are back uh they've got Smyrna Prep uh here in here in the market village uh Jackson is 10 years old. What this search can tell you
Coverage is incomplete. This collection tracks 118 meetings. 39 have searchable transcripts and 72 have searchable minutes; a meeting may have both. 10 currently have neither. A missing passage is not evidence that a topic was never discussed.
Speech and summaries stay distinct. Transcript passages preserve the available transcript text. Minutes are labeled as summaries, not spoken quotations. Speaker identities are shown only where the source or documented attribution supports them; an unattributed speaker remains unattributed.
Relevance does not establish a connection. Topic search uses meaning and words to help you locate passages. Read adjacent passages, follow the source and inspect any agenda context before drawing a conclusion about an official’s position or a decision.
