Not thank you. Introduce yourself. Anything like you'd like to say about the development or uh uh Yes, Mr. Mayor. Thank you. And uh Mayor Mixon as well and city council. Um yeah, so so uh the the project for you tonight is basically a continuence of what I'm trying to do on this wraparound corner of Davenport and then wrapping around to Argo. This is what I call my phase two. Phase three is going to be 25 hopefully be 2581 Argo which is the other abandoned house next door. So we're just trying to make a continuous wraparound. Um we'll continue with the same architecture um same exterior design uh just for nice continuity in that area. Uh that craftsman style home that has become so popular here in this area. Uh I mean Russ has done a wonderful job this evening. I'm here to answer any questions I I can. Any questions? I know. Did you want to ask that question? Yes. and and um thank you for being here and and I'm always available for any other outreach if you're continuing to develop in my ward. Um so did you do any surveying of the neighborhood or talking with any of the people or I mean I know there's the church that's also over there as well but did anybody reach out to you or say anything about any concerns or did you go and survey anybody? No one no one has no one has uh no one has reached out to me. Uh I have spoken with uh some of the neighbors uh the neighbor contiguous to the and north of the 2571 property at that other corner. Uh they they seem to embrace it. I spent some time with the church across the street with the pastor and his wife and uh uh they they indicated to me they were very much in favor of of the improvement that that this would bring to the area as they were with 2571 as I'm sure they'll also embrace 2581 Argo as well.

Why not pick the trash up? So, I oppose of it myself. That's all I have to say. Thanks. Anybody else? You You had your time. If there's somebody else that would like to speak, I'd love to have them uh take a moment. Okay. Uh, are we are we we're finished with the public hearing. I'll close the public hearing and then you can ask. Um, Russy, I just have a quick question. Um, and thank you for the residents who are who've come to speak because obviously those are some concerns I'd be concerned with. And just speaking also to uh the If there are issues with clean cleanliness of your area, being a good neighbor in the area would be to pick up little things like that help people a lot and being okay with businesses being in their area. Russy, what I'm trying to make sure I understand correctly is this. They're doing this special land use permit to do a temporary structure. If they decided they wanted to do a permanent structure, are they already able to do that under what they've currently um have gotten the zoning and everything for? Yes, ma'am. They just have to build it in accordance with the zoning laws and the setbacks and building height and all that. Okay. So, technically they can do it in a permanent structure, right? All right. I was just trying to make sure I understood. Thank you. Just to clarify, Wilson. Oh, okay. Thank you. Um, just to clarify that they can do that without coming to the council. Yes. Provided it meets zoning requirements and they don't need variance, they can do it without coming to those that couldn't hear Miss Wilson as she asked if if they wanted to, they they could build without coming before council, without a vote, anything. They could build a permanent structure there versus a temporary.

That's good. Now the parent It ain't the last one. You got people behind you taking I know what kind of commitment it takes to be as good as y'all are. Thank you all. Congratulations. [applause] Thank you. This is a time where we say congratulations and you don't you can stay but you don't have to. So Oh, look at them all getting up quick. [applause] All right, we're going to move on now to uh uh the rest of our agenda. We've got community development items. I think we've got three. Uh item A, Z26-100 plat approval allow subdivision of two lots into three lots for three single family homes within the R15 zoning district, 1.88 88 acres, land lot 485. This is 3278 and 3288 King Springs Road. This is PM Builders. Joey, good evening. Joey Stabs, planner 2. Um, the applicant is PM Builders. This was heard by the Planning and Zoning Commission with a recommendation of 60 to approve. The subject properties are 3278 and 3288 King Springs Road. Uh it's a little under two acres. It's two single family lots with two single family homes. The proposed uses to do three single family lots with three single family homes. This was approved in 2020 for four lots with a setback variance of five foot and a lot width variance of 50 foot. those are carrying over to this flat approval. Um the main thing the main difference in this and the three lot is this had a shared driveway with rear entry garages. The three lot um the configuration has three separate driveways with side entry garages and the lot widths are 70 ft each pictures of the homes on the subject properties some adjacent properties and we're re recommending approval to retain the R15 zoning district for three lots with the minimum lot width of 70 ft and to repair right of way where needed and install sidewalk on King Springs. I'll be happy to answer any questions. Thank you, Joey. Any questions?

I'm representing uh our project team made up of Luis who I know I believe you know Luis Calvo Brena Diaz Flores and our partners with BAE and Stantech um as a collective here we've been formed intentionally to uh to work through this set of questions that you all have as part of the process MKSK and myself really serving as uh the lead in terms of land use planning community engagement uh and the analytical work but we're also supported by BAE who's here to study market uh dynamics, housing, economic development, and our partners from Stantech looking at physical infrastructure below ground, above ground, the systems that support this what is obviously an incredible uh town. Um, couple things if I can get this to advance. I don't have to do it. Okay, sorry. Is there a mouse here? U Joey, hold on. Page down. That'll do. Okay. I can start here with just uh some basics on comprehensive plan 101. Um Georgia is among a number of states in the the United States that requires municipalities to regularly consider their land use pattern. Uh develop out a a framework uh for that land use and as well as develop policies around major topics like housing, economic development, parks and recreation. So when we do a project like this, you know, one of the things that we're really up to is studying uh the dynamic trends that are existing in your community. So you obviously exist within a major uh region. There's lots of change. There's a lot of movement. We want to understand the the the uh the the nature of those trends, how they're affecting your community, both in good ways and in ways you may wish to uh to change. It is an opportunity, a real excuse to have a a a big conversation with your community. Part of that's education.

Uh in fact, I'm on most of those emails, if not all of them, and they respond when it's a issue that requires a city staff member to respond to. If it's a HOA issue, the HOA needs to respond, not city. Uh because that's not in our jurisdiction. All right. If there are code violations, you mentioned code violations. Obviously, we're working on that. You know that everything's been documented. I encourage everyone to use the 311 app to keep documentation on that. When you use that for these issues, it goes directly to that particular department and they take care of it from there. And I get the email so then I can track it. In reference to industrial, I think you're now who were you speaking on far as upcoming industrial stuff you mentioned? Um the planning and zoning um in reference to arrow waste. So a waste is there already. Yes. So that that particular piece of land is it's zone heavy industrial. So they are currently trying to get a fuel tank I believe or some type of tank put in there above ground. And that's going through the process. There is a process for these things. And obviously showing up for the zoning meetings and expressing your concerns, that's how we that's how you have a voice, right? Right. We're It hasn't come to us yet. So there's nothing for us to really discuss on that currently. That makes sense. I wasn't trying to discuss that tonight. I was just coming with my issues with the city. And so that's why some of my neighbors that are here today, they have some issues with the city. Also, I don't want y'all to ever feel like you're not being listened to or heard or seen or I mean, this this council and our staff, we we have the best constituent service in my view anywhere.

It looks like you got some support coming up. Yeah, I was going to say I can see my engineer coming over my shoulder and he is really He needs to be sworn into Thank you. Thank you for being here. Do you have any more questions for me or do you want me to just turn it over to him? Oh, sure. Who whomever? Okay. Yeah. Hey, thanks. And your name? Jamal Raglin. Jamal Raglin, you can't hear me. Wow. [laughter] Oh, the rain. Yeah, I'm sorry. I do apologize. So, my first question uh and I'll repeat that was in reference to elevation in the garage. And I think you you actually did answer that question, but did you have more input on that? That was a concern at the last zoning and commission meeting. Correct. Correct. Yeah, she answered on it. So, basically with the elevations on the first level, the main level, uh, you got two stories going up and then on the back side, the garage is one level down. So, on the rendering that we had best to shown, you're basically going down one floor to help with the retaining walls and everything like that to address that situation from last meeting. Okay. So speaking on retaining walls, that also was a topic of conversation. So uh first can you go a little more in depth on retaining wall and how that natural barrier will be set up with the retaining wall or if there will be one? So depending if we go with the garage being the lower level, then we'll probably need like a one maybe two foot retaining wall. If we were to be all four stories, then four feet would be the natural the regular height. But with the retaining walls, there are different retaining wall mechanism depending on appearance and everything like that.

We have pe the shots just went through houses into couches where people were sleeping, you know. Um, so anyway, I just want to make you all understand. And it was really frightening for us and my neighbors and I didn't have they had no clue that was into the other neighborhood as well. My fear now is I'm so glad that the police caught three of the people. I think I live next to one of the the last person to think and I don't know what to do about it. I feel unsafe. I don't know if there's a patrol. It would be nice. I don't know if that will deter people from coming. the lighting the light in our street is pretty dark. So, you know, there's opportunities for people to hide, you know. So, I don't know if that could be something that because it's a city of Smyrna streets, it may be better lit. Maybe cameras might be an option. So I just hope that people and the investigation needs to be complete and they need to get the person who did you know is part of this because I'm terrified still you know of people other people coming back. We don't know if this is a bigger you know uh team or whatever they are and they might seek vengeance or what it is. So, and they might mistake our house, too, because we're right next door, you know, and we can't vet our renters who come in, you know, that's another issue we have in our neighborhood. We don't know who. And the Airbnbs, we don't know who are coming into our neighborhoods and we have to live there, you know, and we love our neighborhood. I love I've been here for 20 more than 20 years. I love my neighborhood. I love my neighbors. I'm glad it's growing.
