Mayor and Council Meeting (Millage Rate Public Hearing #3)

Um what was mentioned by several of um the neighbors before was uh the elevation. So, this would be uh one of the tallest structures uh just in the visual uh surrounding area. And I know that we um discussed earlier that they had proposed dropping the garage um and we could see it in some of the pictures here. Um but I had the opportunity to read through some of the documents that were uploaded to the meeting notes prior to this. And in one of them, forgive me, there was like 10. I don't remember exactly which. Um, but I believe it said that uh they would have to be held to the elevations that were submitted on June 9th. So, I guess one question for whoever to answer would be um if what they discussed tonight is accurate, um are they held to that? If it was not in the plans that were uh submitted on June 9th. So, that's one thing that I would um if I were you, I would be asking that question for some clarity. Uh the second thing is we did talk about uh the retaining walls at the front of the property. Um, I haven't and it may have been just me not picking up to it. Uh, but for where am I where my walk out my back deck, I'm at the low point and so I'm not quite sure what I would be seeing. Um, as far as the grade goes, I think it's about a 20 to 25 foot uh slope. I know because every uh spring I have to walk up with my machete and cut down uh the old neighbor's bamboo, which by the way, thank you to the city for helping to take care of that problem a few years ago.

The updated fee schedule reflects current Cobb County rates. To align with the fiscal year, the contract term is to be extended through June 30, 2027. ATH2026-075: Dat Luu, IT Director, stated as part of the City's renovation and build-out of the new administrative office space located at 1088 Concord Road SE, Smyrna, Georgia 30080 (formerly known as the Georgia Power Building), technology infrastructure improvements are necessary to support the relocation of the Human Resources, Information Technology, and Utility Billing Departments. These improvements will provide the technology, security, and communications systems required to support daily operations, protect City assets, and enhance customer service delivery. NetPlanner Systems, Inc. has submitted a proposal to furnish and install low-voltage cabling, access control systems, security cameras, and audio/video equipment throughout the facility. The proposed project will provide network connectivity, physical security measures, and meeting room technology necessary for staff to effectively operate from the new location. ATH2026-087: Mike Jones, City Administrator, stated that on November 17, 2025, Mayor and Council voted to approve closing King Street between Bank Street and Powder Springs Street indefinitely effective November 21, 2025 between the hours of 3:00PM Fridays - 6:00PM Sundays to allow pedestrian traffic during peak hours of use at the Village Green Space. In anticipation of the World Cup FIFA event called Cup Daze, Public Works and Parks and Recreation are requesting 24 hour a day closure from June 11, 2026 – July 19, 2026 for pedestrians to be able to navigate safely the event areas on the Village Green Space. Councilmember Wilkinson expressed concern about the handicapped parking access within the area that is closed off, and she mentioned that parking at the library has been an issue. Mr. Jones stated that there are only two spaces that are affected.

The team selected three (3) firms for presentation/interviews and the final evaluation on April 22 & 23, 2026. The recommended firm is Kimley Horn. AGR2026-020: Russell Martin, Community Development Director, stated that in 2020, the Trust for Public Land (“TPL”) and the City were among multiple groups and agencies that completed the Chattahoochee Riverlands Study (the “Study”). Since that time, TPL has identified that the initial portion of this trail will be located in south Cobb County, including a portion that lies within the Smyrna City Limits along Riverview Road. TPL would construct the recreational bicycle and pedestrian trail and associated amenities, using philanthropic dollars to build this portion of the trail. This Memorandum of Understanding (MOU) would grant TPL a temporary easement for access and construction on this portion of City-owned right of way. ATH2026-063: Paul Osburn, Interim Public Works Director, stated that this is a request based on the need for the private developer of 4 new home lots located at 0 Belmont Circle permit number (LDP-25-30) to install four new sewer taps for each parcel. The request is based on the need due to the depth of the existing sewer main and safety concerns that will be created as part of the installation. The requested length of the closure is based on the necessary need to be able properly and safely install the new infrastructure.

Committee of the Whole Meeting - A. MAX BACON CITY HALL, HR TRAINING ROOM

Summary in the published minutes, not a verbatim quotation.

A. COW2025-049 Review of the April 7, 2025 Mayor and Council Meeting Notice and Agenda V25-017: Joey Staubes, Planner II, provided the following background: The subject property is currently occupied by Hibachi Express, a 4,170 square foot drive- thru restaurant. The applicant is proposing a free-standing 154 square foot ice vending machine on the southern property line for customers of the restaurant and the general public alike. A similar variance was approved for an automatic teller machine (ATM) next door at 2552 South Cobb Drive in 2017 by Mayor and Council (Variance Case V17-054) so there is a precedence for this type of variance in the area. Community Development believes the variance requested is the minimum variance needed to construct an ice vending machine on the subject property. Community Development does not foresee any negative impacts to adjacent properties should the variance be approved. At the time of this report, Community Development has not received any calls in opposition to the request. Councilmember Wilkinson expressed some concern about placing this machine there. ATH2025-058: Paul Osburn, Assistant Public Works Director, provided the following background: This project is to construct a 44-space surface parking lot at 2688 Atlanta Road. The scope of work includes the demolition of the existing parking area and building foundation, grading, sanitary sewer, potable water, curb and gutter, asphalt paving, parking lot lighting, storm sewer piping, and detention. Nine responsive bidders were narrowed down by looking at skills, abilities, qualifications, and references. They chose SCA Construction, the third in line, as the preferred contractor based off of their evaluation. It will be a 70-day project once construction begins. CSTE was the first responsive low bid who was the contractor who previously bid and let go on the project. The other was a contractor that had substantial liquidated damages in a different jurisdiction and were twelve months behind on another project.

Part of the parking in that sanitary sewer easement will be gravel. They've requested a variance for that. There'll be a full access drive in the front of the property and at the back of the property. They'll have five foot sidewalk and two foot grass strip around the property. And we're asking for rideaway improvements on that alleyway to make it a little wider. The dumpster enclosures in the back of the property. And again, they are requesting three variances. The maximum front setback from 20 ft to 85 to allow parking between the building and the public rideway and to allow gravel parking service. These are some renderings of the property of the proposed building. The front is basically brick uh different color brick and accent color. And this would be the rear of the property from looking from the back. These are the floor plans. Again, the office units are at the front and then the garages are in back and then two levels of residential above. This is the subject property as it is today. Some pictures of adjacent properties and this is the property behind the subject property. Community Development recommends approval of the reszoning from general commercial to MU conditional for mixeduse building with 1680 square foot of office space and three multif family units at a density of 10.7 units per acre with the following conditions. Standard conditions regarding the no hardy plank um utilities have to be underground and they have to meet the tree ordinance. I've consolidated our other conditions to the the main points which is the front setback um variants. They're responsible for fire, water, sewer, and storm water improvements. They will install the sidewalk. They'll have a minimum of seven commercial spaces and three maximum three multif family units with two-car garages. 6. Other Business / Staff Comment Kash Trivedi and Teri Anulewicz, Smyrna’s contract lobbyists, provided the council with the year’s updates including: • Property Taxes – SB 33 • Redistricting • Removing QR codes for ballot counting – they have had two years to find a solution and still have not • School cameras – The Georgia Senate recently passed a bill with a 49-1 vote that addresses the use of automated speed cameras in school zones. If the legislation becomes law, it would allow voters to decide whether they want the cameras to remain in their specific school districts. Additionally, the bill includes a provision to eliminate these automated traffic zones entirely by 2028. These cameras have cited thousands of drivers and generated significant revenue for municipalities and the private companies that operate them. Councilmember Rickey N. Oglesby Jr. – The Juneteenth event is this Friday. There will be VIP tables and tastings. There will be great music, and great food, kid zones, crafts, dancing, etc. Councilmember Glenn Pickens – Rebuilding Together Atlanta worked on a house this morning. What this search can tell you

Coverage is incomplete. This collection tracks 118 meetings. 39 have searchable transcripts and 72 have searchable minutes; a meeting may have both. 10 currently have neither. A missing passage is not evidence that a topic was never discussed.

Speech and summaries stay distinct. Transcript passages preserve the available transcript text. Minutes are labeled as summaries, not spoken quotations. Speaker identities are shown only where the source or documented attribution supports them; an unattributed speaker remains unattributed.

Relevance does not establish a connection. Topic search uses meaning and words to help you locate passages. Read adjacent passages, follow the source and inspect any agenda context before drawing a conclusion about an official’s position or a decision.
