Authorization for the recommendation to move the City’s Workers’ Compensation program 
to BITCO Insurance Companies for an annual premium of $488,749 and authorize the Mayor 
to execute all documents.

ISSUE AND BACKGROUND:
The City’s Worker’s Compensation insurance program renews on January 1, 2026. 
The City’s coverage has been with Associated Claims Administrators (ACA) for the 
past 2 years. While our overall claims have continued to decrease, there are a 
number of significant service issues with ACA.
Mr. John Knop and Mr. Carson Saville have recently gone to the market to obtain 
quotes for the 2026 renewal. Of the companies quoting, BITCO Insurance Companies 
offers the most financially competitive quote for the same coverage, enhanced client 
service, and a local regional office in Duluth.
 
RECOMMENDATION / REQUESTED ACTION:
Staff recommends moving the City’s Workers’ Compensation program to BITCO 
Insurance Companies for an annual premium of $488,749 and authorize the Mayor to 
execute all documents.
