Public Works recommends the approval of the New Tower LLC Vertical Asset Lease Agreement 
(Hawthorne Cemetery) for use of the Cell Tower Site located at New Smyrna Cemetery (4021 
Hawthorne Circle, Smyrna, Ga 30082) to enhance the ability of the City’s Public Works 
Department to monitor residential water usage through the installation of AMI Metering base

ISSUE AND BACKGROUND:
This is a request based on the need for the leased space on the New Smyrna Cemetery cell 
tower for the installation of the required AMI base station infrastructure. This lease is 
necessity for the vertical asset installation to ensure the new AMI infrastructure (water 
meters) being replaced city wide will functionally operate and be supported by the new meter 
reading software to ensure accurate metering and billing data is generated.
