General Fund and authorize the Mayor to sign and execute all related documents.

ISSUE AND BACKGROUND:
The City of Smyrna is seeking to enhance and strengthen its communications, marketing, branding, 
and public engagement efforts through the engagement of INCISIVE, a strategic communications, 
marketing, brand, and public affairs agency.
INCISIVE will provide comprehensive communications support services to assist the City in delivering 
timely, accurate, and engaging information to residents, businesses, stakeholders, and the media. The 
scope of services includes:
- Strategic communications counsel
- Content planning and development
- Media relations support
- Social media and newsletter support
- Development and production of the City’s “Look Ahead” publication
- Crisis communications and reputation management support
The partnership is intended to improve the City’s overall communication strategy, strengthen 
community engagement, support transparency initiatives, and provide professional guidance during 
both routine and high-profile communications matters.
RECOMMENDATION / REQUESTED ACTION:
Administration recommends authorization to enter into an agreement with INCISIVE (2275 Marietta 
Blvd NW, #346, Atlanta, GA 30318) for a 1 Year Strategic Communication Agreement in the amount of 
$102,000 to be paid from General Fund and authorize the Mayor to sign and execute all related 
documents.
