starting at 8 pm May 8, 2025, continuing each night as weather permits for 5 to 6 days, then 
recommencing several weeks later for and additional 6 to 8 days to construct the surface asphalt 
course in the through and local access lanes respectively.

ISSUE AND BACKGROUND:
Baldwin Paving is requesting to be able to perform overnight construction activities to build the final 
asphalt surface course as described int he attached letter, commencing each night at 8 p.m and 
completing the work effort by 5 a.m. the following morning, including working Saturday and 
Sundays.  This will minimize traffic conflicts and facilitate the construction schedule.
RECOMMENDATION / REQUESTED ACTION:
Staff recommends approval of the authorization to allow overnight paving construction activities for 
the Windy Hill Boulevard project starting at 8 pm May 8, 2025, continuing each night as weather 
permits for 5 to 6 days, then recommencing several weeks later for and additional 6 to 8 days to 
construct the surface asphalt course in the through and local access lanes respectively.
