ISSUE AND BACKGROUND:
The State made changes to the threshold for Public Works construction contracts during the 2025 
General Session increasing the threshold for sealed bids from $100,000 to $250,000. The City mirrors 
the State for Public Works contracts so we need to make the update. The City also wants to increase 
the sealled bid threshold for non-public works contracts from $50,000 to $100,000. Several other 
minor tweaks and adjustments to the policy have also been made in this update.
RECOMMENDATION / REQUESTED ACTION:
Recommend authorization for the approval of the updated Purchasing Policy.
