2. Call to Order 
 
Mayor Derek Norton called to order the April 7, 2025 Pre-Council Meeting held at A. Max Bacon 
City Hall in the Admin Conference Room at 6:29 PM.

PRE2025-012 Review of the April 7, 2025 Mayor and Council Meeting Notice and Agenda 
 
V25-017: Concerning ice vending machines, Councilmember Welch asked if another one 
of these had been approved elsewhere in the city. Russell Martin, Community 
Development Director, stated there are no others. Councilmember Welch said his only 
real concern about these ice vending machines is that they could pop up all over the city. 
Councilmember Wilkinson said her concern is access and parking because of this being a 
high-traffic area. Mr. Martin stated the restaurant owns the property and is leasing the 
piece of property to the company who places the machines there. Mayor Norton reminded 
all that the only thing this council is voting on is the side setback, not the use.
