the committee that her professional recommendation is to do the vinyl wrap on the utility boxes 
versus the paint, as it is easier to respond to graffiti. She also mentioned that vinyl widens the 
pool of applicants who would be able to participate in the project. 
  
Robert Harrison mentioned that Williams Park would like to sponsor a utility box project in their 
neighborhood. Anna Talarico said that if a neighborhood wanted to fully fund a utility box project, 
they would not have the same obligation that the city has to go through the city’s Public Art 
Policy and procurement processes. She also mentioned that the city would not have the 
maintenance obligation for the artwork that they did not pay for.
