Chairperson Mike L. Jones called to order the July 22, 2026 License and Variance Board meeting 
held at A. Max Bacon City Hall in Council Chambers at 10:01 AM.

 A. V26-070 Public Hearing - Variance Request - V26-070 - Allow second kitchen in existing 
single-family dwelling unit - Land Lot 399 - 5398 Windsor Green Court - Vikram Bollineni

Caitlin Crowe, Land Development Services Coordinator, provided the following 
background: 
  
The subject parcel is a 0.28-acre lot located on the northeastern side of the intersection of 
Windsor Green Court and Riverton Park Place within the Vinings Estates subdivision. The 
subject property and all adjacent properties are zoned R-15 and are all occupied by 
detached single-family homes. 
  
The subject property consists of an existing two-story home with a full walk-in basement. 
In October 2024, the applicant submitted a building permit and variance application to 
finish out the existing basement with a full kitchen. However, the applicant subsequently 
resubmitted the building plans to show the basement with no stove and thus avoid the 
variance. During the final inspection, it was discovered that the stove had been installed 
without the proper variance. The variance application was then resubmitted in June 2026.
