I. CEREMONIAL MATTERS 
 
1. Roll Call 
 
       Present: 6 – Mayor Derek Norton, Councilmember Latonia P. Hines, 
Councilmember Charles Welch, Councilmember Susan Wilkinson, 
Mayor Pro Tem / Councilmember Tim Gould, Councilmember Rickey 
N. Oglesby Jr. 
Absent: 2 – Councilmember Glenn Pickens, Councilmember Travis Lindley

2.  Call to Order 
 
Mayor Derek Norton called to order the September 8, 2025 Mayor and Council Meeting 
held at A. Max Bacon City Hall in Council Chambers at 7:00 PM. 
 
3.  Invocation and Pledge of Allegiance 
 
 A.  Pastor Pedro Silva, Covenant Church (3375 Atlanta Road) 
 
Mayor Derek Norton announced that Pastor Pedro Silva is the new pastor, and Pastor 
David Moore, who has been an asset in the city and a great community partner, is retiring.

Mayor Derek Norton wished his daughter, Sam, a happy 10th birthday. He also mentioned 
the following:  
• Great Taste of Smyrna event this past weekend. Very well-attended. 
• Hispanic Heritage Celebration will be on September 28.
