 B. ATH2026-001 Authorization to approve the reclassification of the Water & Sewer 
Director and Assistant Director positions and incorporate the Water & Sewer 
Department back under the Public Works umbrella and authorize the Mayor to sign 
and execute all documents. 
Citywide 
 
Heather Peacon-Corn, City Clerk, provided the following background: 
  
This will create two new positions in the Engineering Department: Construction Project 
Manager and Construction Inspector.   
 
Councilmember Travis Lindley made a motion to approve item ATH2026-001; 
seconded by Councilmember Glenn Pickens. 
 
The motion to approve carried with the following vote: 
 
Aye: 7 –  Councilmember Pickens, Councilmember Hines, Councilmember 
Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor 
Pro Tem / Councilmember Gould, Councilmember Oglesby (virtual) 
Nay: 0 –  None 
Recuse: 0 –  None 
 
 C. RFQ26-014 Authorization to approve the contract based off RFQ-26-014 to C.W. 
Matthews Contracting CO. Inc. (1600 Kenview Drive, Marietta, GA. 30060) in an 
amount not to exceed $4,094,504.67 to be paid from LMIG Funds & 2022 SPLOST- 
Resurfacing line item for the milling and overlay of city streets and authorize the Mayor 
to sign and execute all documents. 
Citywide 
 
Heather Peacon-Corn, City Clerk, provided the following background: 
  
This project is to mill and overlay of approximately 30 city streets as part of our city-
wide annual resurfacing.  
 
Councilmember Charles Welch made a motion to approve item RFQ26-014; seconded 
by Councilmember Travis Lindley. 
 
The motion to approve carried with the following vote: 
 
Aye: 7 –  Councilmember Pickens, Councilmember Hines, Councilmember 
Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor 
Pro Tem / Councilmember Gould, Councilmember Oglesby (virtual)

 D. RFP26-012 Authorization to approve the contract based off RFP-26-012 to Georgia 
Waste Systems, LLC (Waste Management) (3001 South Pioneer Drive SE, Smyrna,
