December 15, 2025 7:00 PM City of Smyrna Mayor and Council Meeting 2800 King Street SE Council Chambers Page 12 of 20 Councilmember Travis Lindley made a motion to approve item RFP26-011; seconded by Councilmember Susan Wilkinson. The motion to approve carried with the following vote: Aye: 6 – Councilmember Pickens, Councilmember Hines (virtual), Councilmember Lindley, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Absent: 1 – Councilmember Welch L. ATH2025-210 Authorization to approve BoardSafe Docks (Plant A, 604 Crisscross Road, Fleetwood, PA 19522), a Sole Sourced based contractor, to perform the Riverview Park Dock Redesign & Reconstruction in an amount not to exceed $994,257.00 to be funded from the 2022 SPLOST - Facility Improvements line item and authorize the Mayor to sign and execute all related documents. Ward 7 Councilmember - Rickey N. Oglesby Jr. Mike L. Jones, City Administrator, provided the following background: The damage to the dock was done by Hurricane Helene in September of 2024. This is being done in partnership with the Trust for Public Land. They are putting a trail through, and the contractors will redesign the dock for ADA access and a kayak launch. Councilmember Rickey N. Oglesby, Jr. made a motion to approve item ATH2025-210; seconded by Councilmember Glenn Pickens. The motion to approve carried with the following vote: Aye: 6 – Councilmember Pickens, Councilmember Hines (virtual), Councilmember Lindley, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Absent: 1 – Councilmember Welch M. ATH2025-211 Authorization to amend the FY 2026 Adopted Water and Sewer Fund Budget to increase the Water Distribution departmental budget in the amount of $50,000.00 to provide additional funding for sewer outfall clearing. Citywide Mike L. Jones, City Administrator, provided the following background: The FY 2026 Adopted budget for the Water and Sewer fund included $65,000.00 for sewer outfall clearing. The Water department has hired a contractor to complete this work for the City. A portion of the work is completed, and a request was made for an additional $50,000.00 to be added to the budget for additional work. Because these have been ignored over the years, these funds will probably still not be the full amount needed.
