B. RFQ25-018 Authorize to approve RFQ 25-018 CIPP (cured in place pipe) unit pricing 
contract for sewer main lining of sanitary sewer Infrastructure to Federal EC LLC (504 
Allatoona Hills Drive, Woodstock Ga 30189) funded  from the Water Sewer CIP Fund, 
not to exceed $500,000 annually and to authorize the Mayor to sign and execute all 
related items. 
Citywide 
 
Joe Bennett, City Administrator, provided the following background: 
  
 As part of the 30 year rehab plan, Water Sewer Utilities requested unit price bids for 
yearly CIPP (cured in place pipe) for the city’s 60 miles of clay pipe to be lined. Based 
off of actual scenarios with unit pricing, Federal EC LLC was the lowest bidder. Our in-
house CCTV and inspections division will inspect for deficiencies and when found the 
contractor will be called to line said area based off of findings such as root intrusion 
and cracked/broken clay piping.   
 
Councilmember Charles Welch made a motion to approve; seconded by 
Councilmember Glenn Pickens.

C. ATH2025-003 Authorization to increase sewer rate per thousand gallons from $8.99 to 
$9.30 effective April 1, 2025, to be billed on the May 2025 utility bills, and to recognize 
that Cobb County Water approved a 3.5% increase to the wholesale sewer rate 
charged to the wholesale customers effective April 1, 2025. 
Citywide 
 
Councilmember Charles Welch made a motion to approve; seconded by 
Councilmember Travis Lindley.
