8.  Formal Business 
 
 A. ATH2025-171 Authorization to approve RFP-26-007 On-Call Services for Low 
Voltage, Fiber Optic, Security, Access Control, and AV Systems and award the top 
two firms, NetPlanner Systems, Inc. (3145 Northwoods Pkwy, Suite 800, Peachtree 
Corners, GA 30071) as primary vendor and All N One Security Services Inc. (3915 
Cascade Rd, Suite 240, Atlanta, GA 30331) as the secondary vendor and authorize 
the Mayor to sign and execute all documents. 
Citywide 
 
Mike Jones, City Administrator, provided the following background: 
  
The City of Smyrna requested qualification proposals to provide on-call services for 
low voltage cabling, fiber optic infrastructure, security camera systems, access control 
systems, and audio/visual systems. The selected vendor will be responsible for 
installation, maintenance, troubleshooting, repair, and system upgrades on an as-
need basis to support city facilities and operations. 
  
Three (3) proposals were received on Monday, October 13, 2025, and reviewed by a 
selection committee comprising staff from Information Technology and Public 
Works. Two (2) firms are selected for the on-call contract and hourly rates and fees 
will be negotiated.

The evaluation team and Purchasing recommend award to NetPlanner Systems, Inc. 
and All N One Security Services, Inc.  
 
Councilmember Rickey N. Oglesby Jr. made a motion to approve item ATH2025-171; 
seconded by Councilmember Glenn Pickens. 
 
The motion to approve carried with the following vote:

Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor
