EMERGENCY MANAGEMENT 
 
Function 
 
The Smyrna Emergency Management Agency (SEMA) serves as a division within the fire department. 
SEMA acts as the central coordinating point for Federal, State, Local, and private stakeholders in 
reference to disasters, major emergencies, and community crises. SEMA has served as a major role in 
community resiliency through plans development, hazard analysis, community outreach, and conducting 
training and exercises. SEMA is also responsible for certain infrastructure such as the Emergency 
Operations Center and the Outdoor Warning Sirens. As a division in the fire department, SEMA is 
managed by the EMA Director (Fire Chief), Deputy EMA Director (Deputy Fire Chief), and the Emergency 
Management Specialist. 
 
Major Goals & Objectives (FY 2025) 
 
1. Reclassification of EMA Specialist position (Fire Lieutenant) to EMA Manager (Captain) 
2. Develop Annex Plans to supplement the approved Local Emergency Operations Plan 
3. Sponsor and deliver the pilot Smyrna Safe Business Initiative for local small businesses leaders as 
well as other community engagement events. 
4. Deliver operations-based and discussion-based training and exercise opportunities to city 
personnel. 
5. Expand use of the SmyrnaReady mass notification system to interdepartmental use. Compliment 
the system with established policies, procedures, and alerting templates. 
6. Plan and execute improvements and updates to the Smyrna Emergency Operations Center. 
Performance Measures 
 
• Number of community outreach programs offered 
• Number of training and exercise opportunities offered 
• Continuity of Operations plan development for all city departments
