WATER DISTRIBUTION 
Functions 
Division 44400 is the designated cost center for the Water and Sewer Division, tasked with ensuring the 
city's provision of adequate water and sewer services. The division manages a team of 20 budgeted 
employees responsible for maintaining 240.5 miles of water lines and 140 miles of sewer lines. Budgeted 
expenditures encompass emergency repairs, routine maintenance, installation of water and sewer taps, 
lift station operations, and the replacement of aging infrastructure, as well as the enforcement of 
backflow prevention requirements. 
The Water-Sewer Division diligently adheres to EPA and EPD standards, conducting audits such as AWIA, 
MNGWD, Sanitary Survey, and Water Loss Audit in collaboration with the billing and distribution 
department to uphold the AWWA Safe Drinking Water Act. 
Major Goals & Objectives: 
• Provide potable water service to the citizens. 
• Provide sanitary sewer service to the citizens. 
• Conduct 20% system cleaning and video inspections annually (in-house). 
• Maintain water main inventory, including GIS. 
• Continue sanitary sewer GIS. 
• Sustain the FOG (Fats, Oils, Grease) program. 
• Implement the Back Flow Preventer inspection program annually. 
Performance Measures: 
• Maintain 240.5 miles of water lines. 
• Maintain 140 miles of sewer lines. 
• Serve 15,625 active addresses with water service. 
• Serve 13,111 active addresses with sewer service. 
 
The FOG program ensures that restaurants pump their grease traps quarterly, preventing grease from 
entering the sewer system and mitigating sewer overflows. Simultaneously, the Back Flow Prevention 
program safeguards our water system from back siphonage.
